Description
This is a presolicitation notice in compliance with FAR 5.204. This is not a request for proposal, bid, or quote. Government may perform an unrestricted (free and open competition) solicitation for a single awardee, commercial, ID-IQ requirements typ e Firm Fixed Price contract with a base period of performance from award to 30 Sept. 08. The contract may include up to 6 (six) ea. 6 (six) month duration options to extend the period of performance. It is expected that the tasks and task content of the eq uipment and training requirements will exist in a dynamic, evolutionary, and adaptive environment. Contractor's continuous improvement of (or additions to) the processes, contents, and tasks is expected. For consideration of any potential award, the respon dent must be registered in the Central Contractor Registration database including the NAICS code specified for this announcement. The potential solicitation's release to industry date, and final content, are subject to change and dependent on Government ob taining all necessary internal reviews and approvals. THIS ANNOUNCEMENT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND SHOULD NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT FOR ANY PURPOSE. SCOPE: The scope of this project includes, but is not limited to, the furnishing of management, labor, equipment, materials, storage, and transportation necessary to perform any part of or all of the current and future required work to provide specified fo reign weapons equipment, Firing Range Monitor, and/or foreign weapons training. LOCATION: The project site of the required Foreign Weapons Training and Foreign Weapons Equipment requirement is Fort Riley, Kansas. BACKGROUND: The Foreign Weapons Training is designed to provide Fort Riley personnel and Training Mission Cadre with training on the opposition weapons, capabilities, and qualification and to provide resources (fully functioning weapons and blank/ball ammu nition) for future training in support of designated personnel including teams deploying to Operation Iraqi Freedom (OIF), Operation Enduring Freedom (OEF), and Host Nation Personnel (HNP) training at Fort Riley. The training will include, but is not limit ed to, the following foreign weapons: AK-47, RPK Machinegun, SVD Sniper Weapon, PKM Machinegun, and RPG-7 Rocket Propelled Grenade (RPG inert/static training only). The Foreign Weapons Equipment project will primarily provide enduring capability for equipm ent temporary issue to designated personnel, Military Transition Teams (MiTT), HNP Forces, and Opposing Force (OPFOR) units for training. The Firing Range Monitor project is designed to provide Contractor technical expertise to inspect for issue, provide m alfunction service/repair, and inspect for turn-in, the Contractor furnished weapons/equipment during specified live-fire events. This announcement does not constitute a request for proposal, bid, or quote and no contract will be awarded from this announcement. Requests for the solicitation will not receive a response. Technical data and/or the statement of work will not be made avai lable at this time for review. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. No basis for claim against the government shall arise as a result f rom a response to this announcement or government use of any information provided. This announcement does not restrict the government to an ultimate acquisition strategy. The government reserves the right to consider acquisition strategies as deemed approp riate.
