Description
The Bureau of Reclamation, Upper Colorado Region, is soliciting proposals for a services type contract for Implementation of a Mitigation Plan for Historic Properties in Glen Canyon Recreation Area and Grand Canyon Nation Park. Reclamation is in the process of complying with Section 106 of the National Historic Preservation Act of 1966 (as amended). Reclamation has already completed the identification of historic properties in the area of potential effect of dam operations for both Glen and Grand canyons. The inventory documented 475 archeological sites over a 255 mile stretch of the river encompassing approximately 10, 506 acres. Reclamation and Grand Canyon National Park selected 151 of these sites for assessment of their integrity, information potential, and erosion. Reclamation with the cooperation of the National Park Service and other members of the Glen Canyon Dam Adaptive management Program, arranged for Utah State University to assess the geomorphology and archaeology of these 151 sites that lie between lees Ferry and Separation Canyon along the Colorado River in northern Arizona. Fifty-four of these have been prioritized for mitigation, 3 of which are to be excavated in the base year of the contract. Treatment plan recommendations were developed for 53 eligible archaeological sites within Glen and Marble Canyons. A total of fifty-five sites have been identified for potential data recovery during the duration of this contract. The Government intends to award a Time and Material Indefinite Delivery Indefinite Quantity type contract with a base period. Work will be performed on a task order basis. The work will be performed under NAICS Code 71210 Historic Sites with a size standard of $6.5M. The solicitation will be issued approximately November 9, 2007. The Request for Proposal and amendments, if issued will only be available online. Interested vendors can download the solicitation via the Federal Business Opportunities (FBO) website (www.fbo.gov). The due date for the proposal will be stated in the solicitation. Requests for solicitation documents by telephone, fax or email will not be honored. The Government intends to make award to the offeror that represents the best value to the Government, price and non-price factors considered.
