- Department of Veterans Affairs James J. Peters VA Medical Center VISN 3 Network Acquisitions & Logistics Program 130 W. Kingsbridge Road Bronx, New York 10468 The Department of Veterans Affairs VISN 3 Network Acquisitions & Logistics Program Cardiology Information System. This announcement is a Request for Information (RFI). This is not a request for proposal and no award will be made as a result of this announcement. The information received as a result of this announcement will be used for market research purposes. The Department of Veterans Affairs (VA) VISN 3 is seeking preliminary marketing information from prospective contractors to provide, install, and implement a Cardiology Information System. This would include software application, relevant hardware, interfaces to medical devices, interfaces to VA's VistA CPRS, and interfaces to other systems. The NAICS is 518210. The scope of this initiative includes seven Medical Centers within VISN 3: James J. Peters VA Medical Center, Bronx, NY; Manhattan VAMC; Brooklyn VAMC; Northport VAMC; East Orange VAMC; Montrose VAMC; Castle Point VAMC. Cardiology Requirements: . Cardiac Catheterization Workflow: equipped to collect, store, organize, retrieve, and analyze cardiovascular information, and share it via the Internet. . System will enable the retrieval of patient test results (ECG, Exercise Testing, Echo, Pacemaker etc) data through one interface simply by entering their patient ID number, expediting comprehensive clinical assessment. . The system's algorithms must be built on a single language, facilitating multiple data type integration from a diverse range of cardiology and patient monitoring sources. . A Highly scalable design is required to accommodate entry level needs on up to complex departmental systems involving numerous data types; system configurability should allow a more precise match to departmental needs . Web distribution of images (High quality DICOM image of any frame) . Electronically sign and finalize reports Organizational Needs: . Streamline diagnostic and interventional workflow . Remove chaos and disparity of paper-based solutions and disparate systems . Unify operations and data within the cardiovascular department . Reduce transcription costs associated with dictation . Increase access to information from multiple locations simultaneously and securely . To establish a more streamlined process for the Cath Lab's archiving and retrieval system The proposed system solution must provide a single point-of-access to unify data across the cardiac care continuum including: Multiple Care Venues - Cardiac specialty hospitals and centers, catheterization and EP laboratories, cardiac ultrasound, ECG, stress and holter, cardiovascular surgery, emergency departments, cardiologist offices, congestive heart failure and lipid clinics. Multiple Imaging Modalities - Cardiac ultrasounds, nuclear medicine, computed tomography,x-ray angiography, magnetic resonance, computed and digital radiography. Interface Capabilities - Homodynamic, pacemaker and ICD systems, patient monitoring devices, infusion devices, laboratory reference labs, ECG units and stress machines. The requested information is for planning purposes, and does not constitute a commitment, implied or otherwise, that a procurement action may be issued. However, the VA will utilize the information for technical and acquisition planning. It is recognized that any cost information provided by the contractor is a preliminary estimate for planning purposes and may be marked as proprietary; the contractor will not be bound to these estimates. The VA invites comments related to possible purchase or acquisition strategies. If there is a FSS, GSA or other contract vehicle already available for the products being proposed, please include this information in the response. All data received in response to this RFI marked or designated as corporate or proprietary will be fully protected from release outside the government. It is not the intent of VA to reimburse contractors for the cost of submitting information in response to this RFI. The VA will not return pictures, documents, and graphs or inter-related requested information. Please direct any questions to Anthony M.
