Description
THIS IS AN AMENDMENT TO A PREVIOUS SOURCES SOUGHT ORIGINALLY DUE 22 JUNE 2007. ALL REFERENCES TO VISUAL INFORMATION HAVE BEEN REMOVED FROM THE REQUIREMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Directorate of Contracting, Fort Benning, Georgia is conducting market research to determine the extent of small business sources capable of performin g as prime contractors on a cost reimbursement type contract to perform Training Support Center (TSC) functions which include Training Support Facility Operations and Supervision; Training Logistics Support Services and Devices Services. It supports traini ng aids, devices, simulators, and simulations (TADSS) at Fort Benning, Georgia, satellite locations, and geographical areas of support. This work includes but is not limited to technical advisory services; management and control of TADSS; equipment mainten ance; development and fabrication of devices (with and without electronics) and training aids; and other related services as further defined herein. The major portion of work to be performed is at Fort Benning. The Contractor shall provide support and ser vice for Fort Benning and Fort Benning tenants, National Guard and Reserve component units, Reserve Officers Training Corps, and other organizational elements having support agreements with Fort Benning. Units and activities are subject to change during contract period. Backup support is also provided to the Puerto Rico TSC or as directed by U.S. Army Training and Doctrine Command (TRADOC). Fort Benning is located in the lower Piedmont Region of Central Georgia and Alabama, six miles southwest of Columbu s, Georgia. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 541614; small business size standard is $6.5 Million. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted is voluntary. Small Business Concerns submitting responses should indicate whether they are small, small disadvantaged, small service disabled veteran-owned, 8 (a), HUBZone, or woman owne d. All small business concerns are required to submit a written Capabilities Statement demonstrating ability to perform the following: 1. The capability to perform complex, Training Support Center functions similar in complexity to the above stated task areas. Small Business Concerns shall identify the largest, most complex contracts performed over the last five years with a description of what each contract provided, dollar value of each contract, and a point of contact with a telephone number at the co ntracting activity for each contract. Small Business concerns shall indicate whether they served as prime contractor or subcontractor on the referenced contracts. 2. Gross annual receipts for the past three years; 3. Past Performance information demon strating RELEVANT past experience in any of the functional areas referenced above; 4. Current successful teaming arrangements with other small businesses and/or large businesses. If Small Business concerns cannot perform all functional task areas as the prime contractor, they must be capable of performing at least 50 percent of the total work if plans are to subcontract portions of the work. Small Businesses shall identify which of the task areas they will be performing as a prime contractor. All inter ested business concerns are required to respond to this SOURCES SOUGHT announcement via email by November 7, 2007, 5:00, p.m., E.D.T. Responses shall not exceed 15 pages and must include company point of contact, email address, telephone number and fax num ber. The information provided in response to this SOURCES SOUGHT announcement will be used to finalize the acquisition strategy for this requirement. If it is d etermined that responses received from Small Business concerns do not support capability to perform as a prime contractor in all functional task areas, the final acquisition strategy may provide for this requirement to be competed on an unrestricted basis using full and open competition. Large business concerns ARE prohibited from responding to this announcement and are not required to submit capabilities statements.
