- The U.S. Army Research, Development and Engineering Command (RDECOM) Contracting Activity plans to solicit Hamilton Sundstrand Corporation, 2771 North Garey Avenue, Pomona, CA, 91767-1809 under the authority of FAR 6.302-1, Only One Responsible Sour ce and No Other Supplies or Services Will Satisfy Agency Requirements . This sole-source procurement is for the purchase of up to one hundred and fifty-six (156) Chemical Biological Mass Spectrometer Block II (CBMS II) systems. The CBMS is a Component of E nd Item (COEI) for the Stryker Nuclear, Biological, and Chemical Reconnaissance Vehicle (NBCRV). The projected contract type will be Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ). The period of performance is projected to be a base year a nd (2) one-year option periods.The proposed action is limited to one source because contracting with another vendor would created unacceptable delays in fulfilling the agency requirements. No other contractor can manufacture the hardware and conduct qualif ication testing in the limited available lead-time between a projected contract award and December 2008. Copies of the solicitation are not available. Note 22 applies.
