- This Request for Information (RFI) is to obtain information from manufacturers of space quality hardware. The ARES I Launch Vehicle is a new launch vehicle NASA is developing to replace the Space Shuttle and to return astronauts to the moon. NASA Glenn Research Center (GRC) is developing, fabricating and assembling the Ares 1-X upper stage simulator (USS) for a flight test of the Ares I Launch Vehicle planned for 2009. Fabrication and machining of internal parts for the USS are required to support assembly of the USS at NASA GRC. This hardware is not required to meet human-rating requirements as the flight will be unmanned. Contractor will need to have a broad manufacturing and fabrication skill base and/or availability to qualified sub-contractors. NASA GRC is planning 3 procurements to cover the required hardware needed for Ares1-X USS. The first two procurements consist of fabrication and machining of internal parts. Parts for the first procurement are due on or about the end of February, 2008; the second procurement due date is on or about mid April, 2008. The third procurement consists of machining of one flange face per assembly on a total of 2 large fabricated assemblies furnished by NASA GRC. The first assembly is due on or about January 2008 and the second assembly is due on or about April 2008. NASA GRC intends to conduct on or about the following dates: ? November 2, 2007 - Post draft SOW(s) ? November 14, 2007 - Conduct an Industry Day ? November 15, 2007 - Post final RFQ(s) with a 2 week quotation period. ? December 21, 2007 - Release final SOW for the procurement for internal parts The skills required include the following but are not limited too: machining; lathe and milling, small to large capacities, fabrication; rolling, bending, assembly and certified welding personnel, inspection and painting of hardware as specified. Contractor will be required to conform to ARES I-1 - REQ ? 061- Ares 1-X Upper Stage Simulator Element Aerospace Welding Requirements and to submit a Quality Plan that addresses the Quality Requirements to be furnished with the Statement of Work. This notice is issued by the NASA Glenn Research Center as a Request for Information (RFI). This is not a notice of solicitation and does NOT constitute a Request for Proposal, Invitation for Bid, or Request for Quotation. This RFI is for internal NASA planning purposes only, and seeks to provide industry the opportunity to verify the reasonableness and feasibility of the prospective requirements. This RFI is subject to the FAR Provision 52.215-3 entitled "Request for Information or Solicitation for Planning Purposes (OCT 1997)". In addition, this notice is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. Machining will consist of the following: small and large machine pieces, the two largest pieces weighing from 5 to15 tons, measuring 15 to18 foot in diameter (outside diameter will consist of a rolled ?? to ?? thick steel skin welded to 1 1/4? thick flanges, top and bottom) the rolled and welded assemblies will be up to 10 foot tall, will require machining of one flange surface per assembly and drilling a series of hole in these flanges. ? Fabrication will consist of the following: Flat plates, C channel, I beams and angle iron, skills required: bending, shearing, rolling and welding of hardware and assemblies. Certified welders will be required. ? Certificates of conformance for materials will be required. ? Inspection requirements: dimensional, dye penetrant and mag particle inspection, radiograph. Hardware Specifications: Hardware provided must meet the specifications as supplied in the SOW and the drawings. RFI Response Instructions: A response to this RFI is requested by November 8, 2007. At a minimum, the RFI response should include the following: 1.0 A statement indicating your company's interest in supplying manufactured hardware for the ARES 1-X Project as described above. 2.0 A summary of relevant experiences and history of your company related to the development of hardware for space applications.
