Description
This is a competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-08-Q-80021 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-19. The NAICS Code is 611430 and the Small Business size standard is $6.0M. This announcement constitutes the only solicitation. A written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order on a competitive basis. The Volpe National Transportation Systems Center (Volpe Center) has a requirement to purchase Project Management Professional (PMP) Credential Examination Preparation and Advanced Project Management Concepts Training. The Statement of Work (SOW) is as follows: I. PURPOSE -The purpose of this project management training is to provide training to prepare participants for the Project Management Institutes (PMI) Project Management Professional (PMP) credential examination as well as advanced training on project management principles, concepts and strategies. The training will be for senior Volpe National Transportation Systems Center (Volpe Center) project managers and project leaders. In addition, this course must also serve to fulfill the PMI required 35 hours of project management education necessary for attaining the credential of a PMP from PMI. II. BACKGROUND - The Volpe Center operates under the policy guidance of the Secretary of Transportation and the Administrator of the Research and Innovative Technology Administration (RITA). The Volpe Center, as part of RITA, provides research, analysis and systems capability to DOT and other agencies requiring expertise in national transportation and logistics programs. The Volpe Center is entrepreneurial and market driven, and is funded exclusively through a Working Capital Fund into which sponsoring organizations transfer dollars which the Volpe Center uses to fund project work and overhead expenses. The Volpe Centers staff consists of approximately 550 federal employees. The technical staff is represented by a wide range of disciplines including nearly all branches of engineering, and the physical, social and managerial sciences. Most of the federal professional staff hold graduate degrees and have at least five (5) years of professional experience. A large number of the projects that the Volpe Center completes for its sponsors are at the leading edge of research and technology. A significant portion of the Volpe Centers work involves managing projects to meet the requirements of other federal agencies; (FAA, FHWA, FTA, FRA, Department of Defense, Department of Homeland Security etc.). Typically project types include - Engineering analysis and implementation for all modes of transportation; Information system design and development; Policy analysis and research; Strategic planning. Volpe Center management is committed to ensuring that training and career development activities and programs support the Volpe Centers identified core competencies for each position. These core competencies were selected because of their proven worth as foundation abilities that every employee should possess for the successful accomplishment of their position. III. TASK - The Contractor shall provide on-site at the Volpe Center located at 55 Broadway, Cambridge, Massachusetts, training to experienced project managers and project leaders to prepare them for the PMI credential examination for a PMP, as well as training in advanced project management concepts and strategies. The course shall be held over five (5) days and be at least 35 hours in length for a class size of approximately 20 Volpe Center employees. The Contractor shall be responsible for developing a course curriculum and delivering training that prepares attendees to effectively accomplish the following goals: 1. Gain an understanding of the PMP credential examination including preparation tips and strategies as well as study materials for taking and passing the examination; 2. Provide an initial sample PMP test at the beginning of the course and as well as a final sample PMP test at the end of the course; 3. Provide feedback on the above test results to course participants along with focused training on areas where participants have the most difficulty; 4. Gain an understanding of the PMP credential application process by discussion of the PMP Credential Handbook as well as strategies and tips for filling out the candidate application; 5. Understand the Project Management Body of Knowledge (PMBOK) through the use of case studies, exercises, discussion topics and real world examples; 6. Obtain knowledge of the PMI process groups (Initiating, Planning, Executing, Controlling and Closing); 7. Convey an understanding of the PMI Knowledge Areas (Integration, Scope, Scheduling, Budgeting, Quality, Human Resources, Communications, Procurement and the Code of Professional Ethics); CONTRACTOR RESPONSBILITIES - A. The Contractor shall provide all necessary instructional materials to achieve learning goals including textbooks, workbooks, handouts, charts, overhead transparencies, case studies, audio-visual media and other instructional aides as identified in the Contractors proposal. At a minimum, a copy of a course workbook(s) shall be provided for each attendee to keep plus two (2) extra copies. B. The Contractor shall provide qualified instructor(s), who are well versed in PMP exam preparation and the advanced project management concepts to be covered, can answer in depth questions on each topic, who will provide the required training in accordance to the purchase order in a classroom setting and using sound principles of adult learning to achieve the identified learning goals. The instructor should be a currently certified Project Management Professional. V. DELIVERABLES AND DUE DATES - Item 1 - Course Material Development, deliver one draft copy of all materials including, at a minimum, a copy of the training materials to be used in the course to the Contracting Officer (CO). Due Date for Item 1: Within two (2) weeks of purchase order award. The CO will approve/disapprove draft course material within one (1) week of receipt. Approval will be based upon course material covering all of the topics identified in Section III, Paragraph B, of the SOW. Item 2 - Deliver course completion certificates for each course participant. Due date for Item 2 - Within two weeks after the completion date of the course. Item 3 - Deliver Course Materials for course participants. Course materials developed for participants such as textbooks, workbooks and other handouts as detailed in Section IV, Paragraph A. Due date for Item 3 - Course materials shall be delivered to the COTR at least four calendar days in advance of the start day of the course. VI. GOVERNMENT FURNISHED EQUIPMENT, FACILITIES AND MATERIALS - The Government shall provide the following: A. A classroom facility large enough to seat approximately 20 participants in which to present the course, B. Podium, flipcharts, overhead projector, projection screen, and markers, C. Pens, pencils and paper for the participants, D. Course evaluation forms in sufficient quantities for all attendees at the completion of the course, E. Copies of Volpe Center project management standard practices and the covering directive will be sent to the instructor prior to the course to provide an overview of how project management is practiced at the Center. VII. PERIOD OF PERFORMANCE - The purchase order shall be in effect from the date of the award through September 30, 2008. The session shall be scheduled to begin during FY2008 (November, 2007 through the end of September of 2008). The contractor shall include an option for 1 additional session to be held during the contract period. EVALUATION CRITERIA - The Contractors written proposal of no more than ten (10) pages in length shall include evidence of the following minimum qualifications: CORPORATE EXPERIENCE and PAST PERFORMANCE: The Contractor has the resources to develop and provide training to prepare participants for the Project Management Institutes (PMI) Project Management Professional (PMP) credential examination as well as advanced training on project management principles, concepts and strategies to an audience consisting primarily of experienced engineers and information technology professionals. This should include at least five (5) years experience in project management training including the topic of PMP examination preparation. The course curriculum shall include the training and activities that will prepare attendees to effectively accomplish the learning goals described in Section III, paragraph B of the Statement of Work (SOW). The Contractor shall provide at a minimum two relevant references/past performance reports for similar training conducted within the last two years which may include relevant training conducted for Federal agencies such as the Volpe Center or for private sector clients. STAFFING CAPABILITY: The Contractor shall provide qualified instructor(s) with a minimum of five (5) years experience in providing project management training to experienced engineers and other project management staff including training to prepare participants for the PMIs PMP credential examination. The instructor(s) shall provide the training in accordance with the purchase order in a classroom setting, using sound principles of adult learning to prepare engineers and other professionals to achieve the learning goals identified in Section III of the SOW. The Contractor shall provide resumes of the proposed instructor(s) as evidence of their capability. METHODOLOGY: The Contractor shall describe in writing and in sufficient detail the approach to be used in presenting the PMP credential examination preparation and advanced project management learning and development event, and the method(s) for evaluating attendees attainment of learning goals. The Contractor shall provide a syllabus of the proposed course and 3 copies of course materials including presentation slides and workbooks. Course materials from recent, similar PMP certification classes the contractor has conducted will be acceptable. BASIS OF AWARD: the award to the Contractor shall be evaluated in terms of and in order of priority: 1. technical merit; 2. relevant past performance experience; 3. instructors qualifications; 4. learning approach; and 5. price. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
