- NOTICE OF INTENT TO AWARD SOLE SOURCE. The Fort Drum Directorate of Contracting intends to negotiate a Blanket Purchase Agreement (BPA) on a sole source basis with the Four Points by Sheraton Hotel in Leominster, MA for lodging necessary to facilitat e mission requirements for the 174th Infantry Brigade activated and assigned to Fort Devens, MA. Services will be provided on an intermittent basis due to other training requirements at different locations. The Four Points by Sheraton is one of three hotel s that are located within a reasonable commuting distance from Fort Devens, MA. Market research has revealed the Fourpoints by Sheraton as being the only hotel without availability constraints because it has other facilities available to accommodate reques ts given on short notice, and can handle all military overflow. Further market research revealed that the Four Points by Sheraton is the most cost effective location. In addition, it has provided the Government with excellent past performance based on a pr evious lodging acquisition. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition as authorized in FAR Part 13.501(a). Interested persons may identify their interest and capability to respond to the requirements. This notice is no t a request for competitive offers; however, any firm that believes it can meet the requirements may give written notification to the Fort Drum Contracting Office. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to com ply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to the notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source procurement with the Four Points by Sheraton Hotel.
