Description
I. INTRODUCTION. A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are bein g requested and a written solicitation will not be issued. B. The combined synopsis and Request for Proposal (RFP) number is: TARNAC00108. C. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20, Effective 6 Sept. 2007. D. This is 100% small business set aside, the NAICS code applicable to this acquisition is 336399, with a size standard of 500 employees. E. Basis for award  The US Army TACOM LCMC intends make an award to the company offering the crates and packaging that meets the minimum requirements set forth below at the lowest price. F. Delivery and Acceptance shall take place at Moody AFB, GA. G. The Light Bars shall be quoted FOB Delivery to Moody AFB, GA. H. This acquisition is rated DO-A4 under the Defense Priorities and Allocations System (DPAS). II. GENERAL. A. The United States Army Tank and Automotive Research, Development and Engineering Center (TARDEC) in Warren, Michigan has a requirement for seventy (70) HMMWV Light Bars with 6 High Intensity Discharge (HID) lamps and 2 Infrared (IR) illuminators. The Light Bars will be outfitted on the up-armored HMMWV fleet. The Light Bar shall illuminate the area in front of the vehicle with high inten sity white light or IR light allowing night time sight significantly beyond the normal viewing range. The Light Bars shall come with all the necessary wiring and mounting hardware as well as the installation and usage instructions. Please see SOW below. STATEMENT OF WORK C.1.0 SCOPE The goal of this effort is to deliver 70 HMMWV Light Bars with 6 High Intensity Discharge (HID) lamps and 2 Infrared (IR) Illuminators to the 820th Security Forces Group out of Moody AFB for user evaluation. The Light Bars will be outfitted on the 820th up-armored HMMWV fleet. The Light Bar shall illuminate the area in front of the vehicle with high intensity white light or IR light allowing night time sight significantly beyond the normal viewing range. The light bars shall come with all necessary wiring and mounting hardware as well as installation and usage instructions. C.2.0 BACKGROUND Light emitted from the HMMWV incandescent head lamp during normal night time operation allows for an approximate viewing distance of 100 meters. Light emitted from the HMMWV Light Bar shall increase the viewing distance to approximately 300 meters. Under n ormal blackout operation night goggle vision is limited to about 35 meters. The Light Bar IR illuminators shall improve night goggle vision and increase the sight range to approximately 300 meters. The IR light output shall be 880nm wavelength such that th e light emitted is compatible with night vision goggles. C.3.0 TASKS C.3.1 Task #1: Deliver 70 HMMWV Light Bars, (66 in width and must include 6 HID Lamps and 2 IR Illuminators), to 820th SFG out of Moody AFB in Georgia. The light bars shall come with all necessary wiring and mounting hardware to mount the light bar to the front of the H MMWV. The package must also include installation and usage instructions. The contractor shall be responsible for shipping of equipment. Delivery shall take place within 30 days after contract award C.3.2 Task #2: Provide onsite installation and training at Moody AFB for 2 technicians for one week. Installation and training shall take place within 60 days after item delivery. B. Submittal Instructions. Quotations must be received by TACOM no later than 1:00 PM-EST, 15 November 2007. Email quotations to john.sarti@us.army.mil .
