- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a Request for Quote (RFQ), W912BU-08-T-0004. The small size standard is for annual sales below $6.5M for North American Industry Classification System (NAICS) Code 488330. This procurement is 100% set-aside for small business. Affirmative Action to ensure equal opportunity is applicable to the resu lting contract. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract, for Tug Boat Towing Service of Cargo Barge #41. Provide tug boat towing service to transport Corps of Engineers Deck Barge #41 (dimensions are 30' W x 90' L) from BAE Systems Shipyard in Norfolk, VA to Fort Mifflin in Philadelphia, PA. We require that an inside route be used, not ocean route. The barg e should be ready around the week of 12 November 2007. The barge will be returned to the Corps of Engineers Facility at Fort Mifflin and tied up to the north pier, outshore end, during normal business hours (7AM - 4PM). The barge is empty. Description Quantity Unit of Measure Towing Service for Deck Barge #41 1 Lump Sum The Service Contract Act will apply with Wage Determination WD 05-2543. PROVISIONS AND CLAUSES applicable to this acquisition are as follows: FAR 52.212-1, Instructions to Offerors Commercial Items (JAN 2005); FAR 52.212-2, EvaluationCommercial Items (price only, FOB Destination) FAR 52.212-3, Offeror Representations and Certifications Commercial Items (MAR 2005); FAR 52.212-4, Contract Terms and Conditions Commercial Items (OCT 2003); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (July 2005), for Paragraph (b) the following clauses apply; (1), (5), (9), (14), (15), (16), (17), (18), (19), (20), (31), for Paragraph (c) th e following clauses apply; (1) BASIS FOR AWARD: The Government intends to make an award to the Contractor who submits the lowest, responsive quote, and is deemed acceptable and responsible by the Contracting Officer. The Offerors must submit their quotes on the full quantity identified. The Contracti ng Officer reserves the right to make no award under this procedure. Prospective offerors must be registered in the Central Contractor Registration Database. Quotes are due no later than 6 November 2007, 1:00PM Eastern Time.
