- The US Army Space and Missile Defense Technical Center (SMDTC) Space Division, Huntsville Alabama requires Software Engineering, Development, and Programming Activities in support of SMDC/ARSTRAT in Missions related to Exportable Combat Training Cent ers Program (E-CTC), The Advanced Distributed Learning Program (ADL), and the Reactive Information Propagation Planning for Lifelike Exercises (RIPPLE). The contractor may support the development and application of scientific and analytical activities/serv ices to conduct research, scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding; concept formulation; assessment of systems and subsystems and their integration requirements; developmen t, analysis and evaluation of concepts, technologies, systems and subsystems; and development of operational concepts and tactics with the end goal being the application of results to enhance current or develop new war fighting capabilities, which may incl ude tools and systems for training and decision support systems. The contractor will leverage experience with existing national Centers of Excellence (Advanced Distributed Learning Technology Center, National Applied Software Engineering Center (NASEC), System of Systems Engineering Center of Excellence (SoSECE) , and N avy Metalworking Center) in providing research and development support, including operating state-of-the-art demonstration facilities and test beds for research and development. Pursuant to 10 USC 2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1 (a)(2)(iii), USASMDC intends to award a sole source contract to Concurrent Technologies Corporation (CTC), 100 CTC DR, Johnstown, PA 15904-1935, because the RIPPLE, E-CTC, and A DL programs were developed by and are proprietary to CTC. USASMDC believes that CTC is the only source which is capable of performing this effort in a timely and cost effective manner. This effort will build on the proprietary products of CTC, and USASMDC believes that award to any other source would result in a substantial duplication of effort, cause program delay, and add additional costs to the government which would not be recovered through competition. This effort is anticipated to be awarded in Fisca l Year 2008 and shall not exceed 5 years in length and not exceed a total value of $45 million. This effort requires a Top Secret SCI clearance and will require the contractor to be certified as compliant with ISO 9001 / 14001 standards. This notice of intent is NOT a request for competitive proposals. Solicitation documents are NOT available.
