Description
This future opportunity announcement is to advise industry of the Government???s intention to procure engineering services to support the SPAWAR System Center, Charleston???s (SSC Charleston???s) mission to enable knowledge superiority for the Joint Warfighter through the development, acquisition and life cycle support of effective, integrated C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, Reconnaissance), IT (Information Technology), and Space capabilities. Contingent upon approvals to proceed, SSC Charleston intends to issue one or more solicitations for Systems of Systems Engineering (SE) and End to End Test and Evaluation (T&E) services. The intent of these acquisitions is to establish an engineering support framework consistent with SSC Charleston???s transformation into a Competency Aligned Organization (CAO). The SE procurements will be managed under the 5.1 Competency and the T&E procurements managed under the 5.9 Competency. Furthermore, these acquisitions are being pursued to better equip SSC Charleston with the commercial skill sets needed to develop requirements, evaluate options, implement and test a Service Oriented Common Computing Architecture that supports the infrastructure, application services which are developed, fielded and supported via separate contract vehicles. All awards will be made on a Competitive Best Value basis. After approval to proceed, SSC Charleston will be conducting market research and performing market surveys in search of current industry best practices, innovation and the availability of small businesses as candidates for award as primes. The government also intends to issue draft RFPs that will be posted on the SPAWAR e-commerce website under the SPAWARSYSCEN Charleston Future Opportunities Section. The government welcomes comments from industry concerning this announcement.
