- Description
- The U.S. Environmental Protection Agency (EPA) intends to enter into negotiations with the University of Iowa (Attn: Dr. Thomas Peters) for professional consulting services related to designing and conducting Passive Sampling Assessment of Spatial Variability of PM10-2.5 in an Urban Airshed. Dr. Peters designed and conducted the spatial variability field study in Iowa City that will serve as the model for this proposed EPA field study. The U.S. Environmental Protection Agency believes that Dr. Peters has the necessary expertise in the statistical selection of monitoring sites using a real-time mobile survey of PM. In addition, Dr. Peters has developed a passive sampling method that provides results comparable to active filter-based samplers, and this is the only known method that can meet the U.S. EPA's requirements for this effort. The period of performance is expected to be from the date of award for twelve (12) months to begin during early Spring 2008. The NAICS Code for this procurement is 541712 and the Small Business Size Standard is 500 personnel. No request for quotation is available and this notice of intent is not a request for competitive quotes. All interested, responsible, sources must respond within 15 days of the date of this announcement. Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above and; 2) provide itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government an order will be placed with the University of Iowa (Attn: Dr. Thomas Peters).
