Description
**** FOR TECHNICAL INFORMATION, PLEASE CONTACT JANET APPLETON ONLY, HER CONTACT INFORMATION IS WITHIN THE BODY OF THIS SOLICITATION**** NASA/MSFC has a requirement for the fiber placement of tow-steered composite shells. NASA/MSFC intends to purchase the services from Alliant Techsystems (ATK) Thiokol Launch Systems Group. ATK SEHO?s performance in the automated composites manufacturing duties in support of the Fiber Placement of Tow-Steered Composite Shells effort will be further enhanced by the fact that they are located on-site at MSFC and therefore the researcher will have open and free access to their shop, providing a great benefit in facilitation of communication should any questions arise in the performance of this work. In addition, no travel expenses or per diem will be charged for the proposed effort. Since ATK SEHO is co-located at the center, much time and effort will be saved due to the fact that the automated composite manufacturing and fiber placement operations will require technical direction by the MSFC technical POC as the tow-steered composite shells are fabricated in the composite materials research cell in the National Center for Advanced Manufacturing (NCAM). The proximity of the SEHO personnel and manufacturing facilities will greatly facilitate this effort. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact, Janet Appleton at janet.l.appleton@nasa.gov, or fax to 256-544-4401, no later than 4:30 p.m. local time on 11/07/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
