- NASA/JSC has a requirement for the acquisition of the Crew Exploration Vehicle (CEV) Electrical Power System (EPS) functionally equivalent breadboard hardware power components. Breadboard is defined as a non-flight (generally temporary) prototype of an electronic circuit intended exclusively for laboratory testing and experimentation with circuit designs. This breadboard hardware will allow the Engineering Directorate's Energy Systems Division (ESD) personnel to perform independent and early system level and integration test activities on the design and performance of the CEV EPS, prior to the actual build up and delivery of the CEV Program engineering development units of the power components. It is expected that the NASA Engineering Power Team will gain technical expertise about the CEV Design, how it operates, how it behaves as a system, and what the potential problems are with the current design so that engineering authority can make an independent assessment of whether the current design configuration is the best technical solution. In addition, the objective of this effort is to identify potential problems that may require program action. It will build independent technical confidence that the CEV Power System will work. NASA/JSC intends to purchase the items from Hamilton Sundstrand. Because Hamilton Sundstrand is currently designing the CEV EPS hardware, they possess familiarity with technical details needed to design the hardware. The benefits that the required functionally equivalent breadboard hardware can provide to the CEV EPS team will depend significantly on how well this breadboard hardware can duplicate the performance of the flight hardware. The closer the design of the Breadboard hardware is to the design of the actual flight hardware, the more relevant the early system levels test data that the breadboard hardware can provide, and the higher the degree of risk mitigation. Of particular importance, is the capability of the breadboard hardware to characterize technical areas such as the system battery charging approach, protection and fault coordination with current limiting switchgear, power quality, and solar array switching module control schemes. NASA will provide heritage switches that were designed by Hamilton Sundstrand for the International Space Station Program to develop the breadboard hardware. Because these switches were designed, built, and flight qualified by Hamilton Sundstrand they provide a high fidelity representation of the current limiting switches that are baselined in the present design for the flight CEV EPS. The application of these switches to the breadboard hardware will require intimate technical knowledge of the design and operation of these switches, as well as, knowledge of their control, data acquisition, and thermal requirements. Hamilton Sundstrand possesses the technical knowledge of the CEV spacecraft electrical power system design and operation, the proficiency and experience with the heritage high fidelity components, as well as, the relevant previous experience in the development of breadboard hardware with the same high fidelity components. In addition, HS has the proprietary switch design technology that will be used in the flight hardware electrical system. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities to supply the hardware in writing to the identified point of contact not later than 3:30 p.m. local time on December 3, 2007. Such capabilities will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
