Description
This is an Emerging Small Business Set-Aside. The emerging small business (ESB) size standard is $2.25 million. The Architect/Engineer (A/E) shall provide professional technical services to complete the design of Project No. 521-08-109 "Replace Instantaneous Hot Water Heater & Loop". Required documents typically include working drawings, specifications, cost estimates, and construction documents (final drawings, specifications, and cost estimate). The objective of this project is to replace instantaneous hot water heaters in the Research Wing and Blind Rehab Center as well as install a new instantaneous hot water system in the penthouse of the main building to include distribution piping system to the patient bedroom/bath fixtures on the 4th, 5th and 6th floors. Work may include, but is not limited to, architectural, plumbing, electrical and HVAC. Work may include, but is not limited to, electrical, HVAC, HVAC piping, and roofing. This announcement is restricted to AE firms within 150 mile radius of Birmingham, Alabama as determined by using the online Mapquest Directions software (http://www.mapquest.com/ ). The AE firm will be evaluated with the following criteria: Factor number 1) is most important with factor number(s) (2,3,4,5) equal to each other but somewhat less important than factor number 1. Factor 6 is less important than number(s) (1,2,3,4,5) but more import than factor 7, which is of least importance. The following are the rating factors. 1) Specialized Experience and Technical Competence; 2) Specific Experience and Qualifications of Personnel Proposed; 3) Professional Capacity of the Firm in the Designated Geographic Area; 4) Project Schedule and Cost Control Experience; 5) Estimating Effectiveness; 6) Geographic Location and Facilities of the Working Office and 7) Point Adjustment for Existing Design Work and Existing Construction Period Services. Firms desiring consideration must submit their form SF-330 Architect Qualifications by 2:00 PM Central Time on 11/19/07 directly to Birmingham VA Medical Center; ATTN Jerry Watts, Contract Officer, 700 South 19th Street, Birmingham, AL 35233. AE firms must be located within a 150 mile radius of Birmingham, Alabama to be considered. The estimated construction cost is between $250,000.00 and $500,000.00. The NAICS Code for this procurement is 541330. The emerging small business (ESB) size standard is $2.25 million.
