Description
SOURCES SOUGHT Provide capability and source information for Architect-Engineering and Construction services for Upper Midwest Veterans Integrated Service Network, VISN 23, under Request for Information RFI VA-263-08-RI-0078. The Department of Veterans Affairs is seeking sources for the following: The VISN 23 Contracting Office is seeking information for SITE PREPARATION design and construction services at each site. We are seeking input regarding any or all of the following possibilities. Design-Build** - all three facilities combined (one team) Design-Build** - each facility independently (three teams, or an alternative combination) ** may involve two phase selection procedures Design-Bid-Build ? - all three facilities combined (one A-E and one Construction Contractor) Design-Bid-Build ? - each facility independently (three A-Es or an alternative combination and three Construction Contractors or an alternative combination) ? may involve the use of existing VISN 23 BOAs with A-E(s) "Design" means defining the construction requirement (including the functional relationships and technical systems to be used, such as architectural, environmental, structural, electrical, mechanical, and fire protection), producing the technical specifications and drawings, and preparing the construction cost estimate. "Design-bid-build" means the traditional delivery method where design and construction are sequential and contracted for separately with two contracts and two contractors. "Design-build" means combining design and construction in a single contract with one contractor. "Plans and specifications" means drawings, specifications, and other data for and preliminary to the construction. "Two-phase design-build selection procedures" is a selection method in which a limited number of offerors (normally five or fewer) is selected during Phase One to submit detailed proposals for Phase Two. It is the Government's intent to identify contractors who have the capability to design and/or build at three VISN 23 facilities. VISN 23 is acquiring three new Magnetic Resonance Imaging (MRI) machines. One each is to be installed at the VAMC Minneapolis, MN, the VAMC Sioux Falls, SD, and VAMC Des Moines, IA. The MRI equipment at Minneapolis is intended to be placed in renovated space. The MRI equipment at both Sioux Falls and Des Moines will be placed in new additions, with renovations to accommodate tie-in to the existing buildings. The MRI units being purchased are manufactured by Phillips and it is the VA's intent to incorporate the patented Phillips "ambient experience". The delivery date for the equipment is still pending. The machines will be acquired by the VA National Acquisition Center (NAC), Hines, IL and the only relationship to this RFI will be the requirement to obtain the manufacture's specifications for proper site preparation. The NAICS Code is 541310 and/or 236220. All responsible and interested sources should notify the POC by letter, fax, or e-mail of their interest and capabilities. THIS IS NOT A FORMAL SOLICITATION, NOR A REQUEST FOR PROPOSALS AND THERE IS NO INTENT TO AWARD A CONTRACT BASED ON THE INFORMATION OBTAINED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. Solicitation documents will be available at a later date. Detailed submittals will be required at a point in the future after the solicitation documents are announced. Any questions regarding this announcement and response to this announcement must reference RFI VA-263-08-RI-0078. The Government will not undertake extraordinary measures to identify responses without this reference. Notices received that do not reference this RFI number may not receive attention and the offeror may not be sent future documents. Please note that this RFI is not a formal solicitation and participation in the RFI is not a pre-requisite for consideration in future solicitations. The Government will incur no formal obligation or cost associated with the provision of information sought in this RFI.
