Description
This Sources Sought Synopsis constitutes a Request for Information to assist the Air Force conduct Market Research of Industry to identify potential sources that may meet Air Force requirements for the development of a Joint Threat Emitter double-digit surface-to-air missile threat simulator capability. The Government?s preferred solution is the development of a threat kit capability that includes applicable threat(s), antenna and other associated equipment or components that can be integrated onto an existing Joint Threat Emitter system or other core threat simulator that?s already fielded on an Air Force or Navy range and can use existing power sources and Command and Control Units to reduce development costs, however, other solutions will be considered. The Hill AFB, Utah Range Threat System Program Office (RTSPO) intends to generate a purchase request leading to contract award for the development, integration, validation, test and support for one simulator. The development phase will be approximately 24-36 months. All pricing arrangements are being considered. A responding company must provide rationale if any Cost-Plus type pricing arrangements is not appropriate for their solution and provide rationale if a Fixed type pricing arrangement is recommended. Based on the simulator?s successful development, the RTSPO may generate a purchase request ultimately leading to a production contract award for an undetermined number of systems. The contract award may be against a new contract, an existing delivery order contract, and/or an existing delivery order.
