- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO in unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, intends to competitively procure for highly specialized, critical and essential subject matter expertise to perform studies, analysis or tradeoffs, requirement analysis, design, development, test, certification and documentation and/or enhancements to existing combat system interface simulation, test and analysis systems associated with combat system development and life-cycle engineering support. In addition, this contract is used to install and che ckout simulators and test equipment at the various Land Based Test Sites (LBTSs) and/or shipyards. The programs being supported primarily involve combat systems for U.S. Navy platforms, both under construction and operational, and land-based sites, platforms being constructed in foreign countries in which the U.S. provides elements of the combat systems, and platforms being constructed in the U.S. for Foreign Military Sales (FMS), Joint Department of Defense (DOD) and Coalition combat system simulation engineering, development and support service. This systems and equipment support is associated with, but not limited to (Aegis, Aegis BMD, SPS, SSDS, Aegis FMS, etc.) and future (LCS, DDG1000, etc.) combat systems and associated sensor, command and control, weapon and communications interfaces; Link-4A, 11, 16, Satellite TADIL J (STJ), Joint Range Extension (JRE), Link-22 and variants thereof; Network centric and Non-real time information exchange systems Cooperative Engageme nt Capability (CEC) and variants thereof; Distributive Interactive Sim ulations (DIS), High Level Architecture (HLA), Test and Training Enabling Architecture (TENA) and variants thereof; Missile Defense System Exerciser (MDSE) and other Navy and Joint exercises; Distributed Engineering Plant (DEP) and Joint Distributed Engineering Plant (JDEP); and Voice and data communications systems and capabilities, Analog subsystems to include Sweeps & Video, and Navigational Gyro simulations. These developments/enhancements shall be made to various combat system interface simulations, test and analysis systems including, Aegis Simulation Test and Training System (A-STATS); Next Generation Simulation (NGS); Common Connectivity Device (CCD); Consolidated Data Link Simulation/AEGIS N-Series System (CDLS/ANS); Universal Message Generator (UMG); Link Monitor Systems (LMS) for various links; Automated Data Collection Tools; Multiple Link System Test Training Tool (MLST3); and ON-201 Emulator and other digital and analog voice communications simulations. An IDIQ cost plus fixed fee contract (with both completion and term type delivery orders) is anticipated with a performance period of five (5) years. The estimated Work years for the five (5) years is 86.5. A Best Value Source Selection process will be utilized. The evaluation factors will be: Technical understanding/Capability related to Statement of Work; Management Capability; Key Personnel; and Past Performance on similar contracts. The offerors will also have to meet the following minimum requirements: Security Clearance - facility cleared at Secret level; All personnel supporting the contract must have secret clearances; Facility Location; and Personal Computer/Software requirements. Solicitation is to be issued on approximately, January 7, 2008 with proposals due approximately 30 days after issue. This is a follow-on to existing contract: N00178-03-D-2019 with Northrop Grumman Defense Mission System, Inc. Contract Award is anticipated on or before 1 May 2008.
