- The Philadelphia District intends to initiate a Request for Proposal (RFP) procurement to obtain five Tier II marine diesel engines, five reduction gears, two diesel generator sets, box or keel coolers, CRPP shafting and propellers, and corresponding controls as replacement equipment for the USACE Dredge YAQUINA. The acquisition will be a negotiated, best-value procurement using the Contracting By Negotiation process prescribed in Part 15 of the Federal Acquisition Regulation. The proposals will be reviewed for completeness in satisfying the requirements of the RF P and evaluated on the merit against the following evaluation factors listed in descending order of importance: Technical factors Past performance and experience, Product, and Management and Price factor - Price reasonableness. Initial price proposals m ust be submitted along with initial technical proposal to the Contracting Officer in accordance with the requirements of Section L Proposal Requirements and Evaluation Criteria of the RFP. The Government may award a contract on the basis of initial pr oposals received without discussions; therefore, each proposal should contain the offerors best terms. RFP number W912BU-08-R-0006 will be available on or about 30 November 2007. Hard copies will not be available and written or fax requests will not be accepted. Contractors may download the solicitation (including any drawings) and any amendments via the hyperlink to the FedTeDS web site, www.fedteds.gov, on (or after) the issue date. The official media of distribution for the RFP is the Web. All amendments to the RFP will be posted to the FedTeDS web site. It is the offerors responsibility to monitor the FedTeDS web site for any amendments. Interested firms must register at FedTeDS in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments. Proposals will be due on, or about, 15 January 2008. The NAICS code is 811310 and the size standard is $6.5M. Warranty of supplies will apply. Liquidated damages may or may not apply. Offerors should check the solicitation to determine if liquidated da mages will be applicable. All contractors are required to be registered in the DOD Central Contract Registry before award as required by DFARS 204.7300.
