Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil . While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. Offerors are encouraged to access information also available on the NSWC Crane Division web site at http://www.crane.navy.mil/acquisition/homepage.htm . NAVSURFWARCEN Crane Division desires to extend the ordering period of Basic Ordering Agreement (BOA).N00024-05-G-4300 from 36 months to 60 months without raising the ceiling amount of the BOA. The scope of the BOA and the proposed modification thereto includes Repair Parts, and Repair Alterations, Field Changes, Overhaul, Refurbishment and Maintenance of the AN/SPS-67(V)5 Radar, less OE-374/SPS-67(V). A solicitation will not be issued as this is a modification to an existing BOA, which was awarded utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources to DRS Surveillance Support Systems, Inc., 6200 118TH Ave. North, Largo, FL,. The proposed modification is for supplies and services for which the Government intends to negotiate with only one source under the authority of FAR 6.302-1(a) (2). It has been determined that the Government requirement for these supplies and services can only be met by one manufacturer due to the contractor having unique qualifications to provide these supplies and services, since they are the design agent and sole producer of the AN/SPS 67(V) Radar System, less OE-374/SPS-67(V) Antenna Group Thus, it is the only contractor currently identified as qualified to provide these supplies and services for this additional 24-month period. Interested persons may identify t heir interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed BOA extension based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment.
