- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis for Interior Designer to create Corporate Imaging for the U.S. Army Corps of Engineers, Louisville District, Louisville, Kentucky. This procurement is set-asid e for Small Business, Woman-Owned Firms. All contractors shall be registered in CCR under the appropriate NAICS Code of 541410 for Small Business Woman Owned. A Pre-Proposal Conference will be held on Monday, November 19, 2007 at 10:00 AM in Room 856 of the Ron Mazzoli Federal Building. The Ron Mazzoli Federal Building is located between 6th and 7th; north of Broadway and south of Chestnut Street in downtown Louisville. A valid photo ID (drivers license, etc.) is needed for entry into the building. A. Goals Develop a new Corporate Image for Louisville District by establishing a cohesive, uniform appearance for all Divisions and floors for the District offices. Develop a space utilization and furnishings assessment report that will lead to a new corporate image for the US Army Corps of Engineers, Louisville District. Create a uniform space plan that will allow the District to move people instead of furniture and walls by creating a completely modular facility for overall long term savings. The Louisville District Facilities Management Board will be responsible for review and approval of all submitted design documentation. The final outcome of this effort is to provide the Louisville District with an Installation Design Guide. B. Scope of Work Artwork- Signage (BASE BID) 1. Develop a standard for framed artwork and artifacts. Include selections for picture frames, mattes, glazing, with matting, mounting and display details; and mounting heights and grouping elevations. All items shall be displayed in an aesthetic fashion that holds the viewers interest. Develop a standard for each of the following types of art pieces: a. Corps of Engineers History and Historical Artifact Items b. People Awards (photographs and plaques) c. Project Awards (photographs and plaques) d. Projects (photographs and renderings) e. Corps of Engineer Commander Photos 2. Presentation of Findings a. Present to the Louisville District Facility Management Board a schematic proposal for Framed Art and Artifact standard. Presentation shall accompany 5 hardcopies of the schematic proposal. Include samples of all materials that shall be used for picture frames, mattes, glazing, with matting, mounting and display. Drawings shall be 11x17 size. b. Present final Framed Artwork and Artifact standard to the Board. The final submittal shall include all comments received from the Louisville District. Presentation shall accompany 5 hardcopies of the schematic proposal. Drawings shall be 11x17 size. c. Submit the final Framed Art and Artifact standard. Submit 5 hardcopies and an electronic copy for District use. The final submittal shall incorporate all comments from the Louisville District. Include written guidelines for usage of the artwork stand ard. Submittal shall include meeting minutes and address all comments provided at presentations and reviews. C. Scope of Work Adjacencies/Furniture Assessment (BASE BID) The current District office hierarchy includes a Commanders Suite, Divisions, Branches and Sections. The Corps of Engineers offices in the Ronald Mazzoli Federal Building, Louisville, KY are currently on Floors 1, 7, 8, 9 and 10. The Resident Engineer B uilding space at McAlpine Lock and Dam, Louisville, KY is also included in the Scope of Work. 1. Perform interviews with a minimum of 14 Division Chiefs and/or others as identified by the Louisville District to survey their current and future spa ce requirements. Obtain the necessary information to develop an Interior Space Utilization Assessment that includes management objectives, space requirements, Division adjacency requirements, Division unique requirements, furnishings, special equipment, f iling and storage. 2. Perform an assessment of existing real property (furniture) inventory. 3. Provide an initial findings report of the Division Chiefs interviews, space survey and real property assessment. The report shall include: a. Determination of the personnel growth history for each Division over the past five years. b. Determination of the anticipated growth or shrinkage of personnel and square footage for each Division for the next five years. c. Determination of how planned or anticipated organizational changes will affect the long-range space requirements of the facility (technological changes, adding or deleting Divisions, Branches or Sections, merging Divisions, Branches or Sections, etc.). d. Determination of which spaces, Divisions or Branches are fixed spaces and must remain in their current locations. Identify the space limitations per building floor or Resident Engineer Building. e. Determination of the adjacencies between Divisions and what Divisions should be located on which floor depending on their access to certain amenities, identified fixed spaces or other Divisions. f. Evaluation of eliminating Division hard wall boundaries to maximize flexibility. Charts or matrix of the space requirements for all the Divisions. g. Determination of the filing and storage requirements for each Division or Branch including projected growth or shrinkage of filing and storage requirements as a result of technological advances or mission changes. h. Determination of the Conferencing requirements for each Division addressing the anticipated growth or shrinkage of conferencing requirements for the next five years. Identify the anticipated amenities for each conference room. i. Determination of the teaming requirements of each Division or Branch, include if separate teaming spaces are required. j. Determination of the amount of space required to accommodate equipment requirements and auxiliary areas for each Division. k. Assessment of existing real property (furniture) inventory. (1) Prepare an assessment report listing the different furniture manufacturers and product lines currently in use within the Louisville District including the McAlpine Resident Engineer Office Building. Existing furniture includes but is not limited to pa nel-based systems furniture, desk-based furniture systems, modular furniture and freestanding furniture (including but is not limited to desks, credenzas, filing, bookcases, wardrobes, tables, seating and etc). (2) Quantify the number of workstations and/or offices for each existing manufacturer and product line used within the District offices including the McAlpine Resident Engineer Office Building. (3) Determine which of the manufactures and product lines are still available and the availability of existing finishes (4) Provide Assessment report comparing features of existing furniture inventory to features of new product lines. (5) Determine if existing furniture should be reused, refurbished, phased out, if all new furniture is required or if a combination of both new and existing furniture should be used. (6) Provide furniture recommendation stating which of the following furniture combinations should be use within the District: existing furniture, existing refurbished furniture, new furniture or a combination of new, existing and/or refurbished existing fu rniture. (7) Provide a Cost value analysis to support the furniture recommendation. 4. Presentation of Findings a. Present schematic proposal for Furniture Assessment & Adjacencies to the Louisville District Facility Management Board. (see attached Project Design Schedule) Presentation shall include Initial findings report of the interviews, space sur vey and real property assessment and Interior Space Utilization and Real Property Assessment Report. (5 copies) b. Submit the final submittal of the Furniture Assessment & Adjacencies. Submit 5 hardcopies and an electronic copy for District use. The final submittal shall incorporate all comments from the Louisville District and meeting minutes. All drawings shall be 11x17 size if possible. D. Scope of Work - Space Utilization (BASE BID) 1. Utilizing the Interior Space Utilization and Real Property Assessment Report and Recommendations, provide conceptual space planning for the Corps of Engineers offices in the Ronald Mazzoli Federal Building and the Resident Engineer Building sp ace at McAlpine Lock and Dam. The submittal shall include: a. Block plans illustrating where each Division will be located within the buildings. b. Determine the optimal size and footprint of the prototype workstation that best fits the building floor plans with consideration for hard wall spaces. Prototype workstations and offices must reflect optimized use of existing space and assumes that wal ls within open office areas for private offices, conference rooms or other hard-walled spaces may be relocated or eliminated to provide effective and efficient use of space. c. Develop prototype options for workstation component using the footprint developed in paragraph D.1.b. with the goal of standardizing workstations and offices across all Divisions. (i.e., move personnel; not walls, workstations and other furniture.) A co mbination of centralized and individualized filing and storage is anticipated. Develop three furniture prototype options for each of the following spaces listed below. (1) Employee workstation typical (2) Secretary workstation typical d. Develop prototype options for private office furniture layouts with the goal of standardizing workstations and offices across all Divisions. (i.e., move personnel; not walls, workstations and other furniture.) A combination of centralized and individual ized filing and storage is anticipated. Develop three furniture prototype options for each of the following spaces listed below. (1) Command Offices (2) Division Chief (3) Branch Chief (4) Section Chief e. Develop prototype options for Conference Room and Teaming space furniture layouts. Develop a consistent guideline for Conference Room furniture and Teaming spaces including recommended amenities or equipment. Provide two furniture prototype options fo r each of the following spaces listed below. (1) Small Conference Room (2) Large Conference Room (3) Teaming Space (if identified as a requirement in the Base Bid Interior Space Utilization and Real Property Assessment Report and Recommendations). f. After approval of the proposed workstation and office prototypes by the Louisville District Facilities Management Board, prepare consolidated, optimized space plans indicating how the proposed workstation, office, conference rooms and teaming space prot otypes can fit within each floor. 2.Presentation of Findings-a.Present schematic proposal for Space utilization to the Louisville District Facility Management Board. (see attached Project Design Schedule). The presentation shall include the following: (1)Block Plan Layouts (2)Plans indicating optimal size and footprint of the prototype workstations and offices that best fits the building floor plate.(3)Workstation Component Prototypes (4)Office Prototypes (5)ference Room and Teaming Prototypes (6) Consolidated, optimized floor plans utilizing the prototypes (7)Present the finalized block plans, space plans and prototypes submittal to the Louisville District Board of the Directors b.Subm it the final submittal of the proposal for Space Utilization. Submit 5 copies.all incorporate all comments from the Louisville District and meeting minutes. All drawings shall be 11x17 size if possible. E.Scope of Work - Design Guide (OPTION 1)Create a District Design Guide that establishes guidelines for structural building finishes; furniture finishes and components; artwork / artifact framing and placement program; and signage program to be used throughout the District. The color, texture and pattern selections for the s tructural building finishes shall provide an aesthetically pleasing, comfortable, easily maintainable and functional environment for the occupants. Coordination of the structural building finishes and colors is necessary for a cohesive design. Color, tex ture and finish selections shall be appropriate for corporate offices. Color, texture and pattern shall be used to enhance path or way-finding through the building. Trendy colors that will become dated shall be limited to non-permanent, easily changed fi nishes such paint. Finishes should be selected with regards to aesthetics, maintenance, durability, life safety and image. Color, Pattern and/or texture accents are to be included. Limit the number of similar colors for each material. 1. Perform an assessment of existing building finish conditions of Corps of Engineers spaces on floors 1, 7, 8, 9 and 10.The assessment shall include all Corps Office spaces.Common building spaces such as corridors and restrooms are not included. 2. Prepar e an initial findings report with recommendations on structural finishes.Include a prioritized list of spaces for carpet and paint replacement. 3.Prepare three color palette options to the Louisville District Facility Management Board for approval of which scheme to further develop. a.Create a palette for the finishes listed below. Develop a separate pallet based upon Executive Level finishes for the Command Suite and Command Conference Room. The color, texture and pattern selections for the finishes for the structural building finishes shall provide an aesthetically pleasing, comfortable, easily maintainable and functional environment for the occu pants. The use of color, texture and pattern shall be used to enhance path or way-finding through the building. Finishes should be selected with regards to aesthetics, maintenance, durability, life safety and image. Color, Pattern and/or texture accents are to be included. Limit the number of similar colors for each material. Finishes include but are not limited to: (1)Paint (2)Accent Paint (3)Carpet (modular carpet except the Command Suite)(4)Carpet Floor Patterns (5)Furniture Finishes (6)Upholstery b.Recommendation for furniture finishes. 4. Develop three prototype options for a District Signage standard for the following sign types. The Corps of Engineers logo shall be incorporated in each sign type. Provide comprehensive interior signage for overall way-finding and life safety requireme nts. Provide an example of each of the three prototype signage options for each sign type for the final selection. a.Individual Workstation b.Section Office c.Branch Office d.Division Office e.Conference Room (to include in use slide) f.Floor Directory 5.Include the standard for framed artwork and artifacts that has been developed. Include selections for picture frames, mattes, glazing, with matting, mounting and display details; and mounting heights and grouping elevations.Include the standard for each of the following types of art pieces: a.Corps of Engineers History and Historical Artifact Items b.People Awards (photographs and plaques) c.Project Awards (photographs and plaques)d. Projects (photographs and renderings)e.Corps of Engineer Commander Pho tos 6. Create an entry Lobby Door to the Corps signature entrance which shall include signage directory, glass display cases for artifacts and introduces warm-wood tones. Develop an Elevator Lobby scheme that brings interest and warmth to the existing st ructural building finish conditions. The scheme shall be limited to the elevator lobby (including elevator lobby end walls) but does not continue down the corridors. Existing store fronts shall be incorporated into the proposed scheme. 7 . Office, workstation and conference room prototype options shall be included as the guidelines for furniture to be used throughout the District a. Include a furniture legend with each prototype option to include Manufacturer and Product Line specification information. b.Include color boards showing furniture finish recommendations that coincide with the furniture recommendation included in the analysis in the Base Bid and Bid Option 1 of this Scope of Work. Include a legend showing finish information. 8.P resentation of Findings-a.Present schematic proposal for the Design Guide to the Louisville District Facility Management Board. (See attached Project Design Schedule). The presentation shall include the following: (1)Present three color palette options to the Louisville District Facility Management Board for approval of a scheme to further develop. (2)Guideline for furniture to be used throughout the District office. (3)Prototype developed for workstations and offices. (4)Consolidated, optimized floor plans indicating how the proposed workstation and office prototypes fit within each floor. (5)Workstation components, modular furniture components and/or freestanding furniture to be used per prototype to include Manufactur er and Product Line specification information. (6)Furniture finishes recommendations that coincide with the furniture recommendation. (7)Color Boards indicating fully developed color palette scheme. (8)Written guidelines for color pallet usage within the Louisville District. (9)Written guidelines for usage of signage program to be used throughout the District office. (10)Written guidelines for usage of artwork standard. b.Submit the final submittal of the proposal for Space Utilization. Submit 10 hardcopies and an electronic copy for District use. The final submittal shall incorporate all comments from the Louisville District and meeting minutes and address all comments provided at presentations and reviews. All drawings shall be 11x17 size if possible. Proposals received will first be evaluated for technical cons iderations based on the factors one through three (1-3) listed under submittal requirements and evaluation criteria before price is considered. Proposals will receive ratings from the table below based on a comparison to the requirements and evaluation cr iteria. Once all proposals have been evaluated for factors one through three, the prices for these proposals will be revealed to the selection board and evaluated. The government will conduct a best value selection that will incorporate a trade-off proce ss. This process will allow the government to select a contractor that may not be the lowest price submitted if the proposal submitted indicates a better value to the government in performing the services requested in the Scope of Work. Submittal Requirem ents and Evaluation Criteria.1.Past Experience Submittal Requirement - Proposals shall demonstrate the extent of past experience with corporate interior design services and developing standards for interior design element selections for corporations. The proposals shall include two (2) projects completed with the last five (5) years that demonstrate experience in developing corporate standards for selection of interior design elements and providing interior design services for corporate/office type spaces such as would be considered similar to the services outlined in the scope of work. Evaluation Criteria Examples of past experience will be evaluated on the relevant experience demonstrated in developing corporate standards for selection of interior desi gn elements and providing interior design services for corporate/office type spac es.Proposals that demonstrate performing interior design services or developing corporate standards for corporate areas that involve greater than 10,000 square feet or for administrative/professional areas for greater than 100 employees will be considered more favorably. Examples of experience that indicate the completion of a comprehensive space utilization assessment and the development of a space utilization plan based on that assessment report will be receive a more favorable rating. 2.Past Performance Submittal Requirement - The proposals shall include contact information for either the Owner or Primary Point of Contact for all examples of past experience that are identified in section 1. Proposals may also include any performance related example, suc h as performance evaluations, letters of commendations, etc. relevant to the above indicated past performance.Evaluation Criteria Proposals without contact information for all examples of past experience will be rated unsatisfactorily. Any positive perfo rmance related example, such as performance evaluations, letters of commendation, etc. relevant to the above cited experience will receive a more favorable rating. The government reserves the right to contact any of the points of contact that are provided , but may not necessarily do so. 3.Quality Management System-a.Work Plan Submittal Requirement - The proposal shall include a work plan that should reflect the organizations approach toward managing the task order to include organization structure, qual ity control aspects, and customer service. Evaluation Criteria Submitted work plans that include an organization structure, quality control and customer service will receive favorable ratings. Work plans that are specific to the task order presented an d indicate the firms commitment to providing customer service to the Corps of Engineers will be considered more favorable than work plans that are not project specific. b.Resume Submittal Requirement - The proposal shall include the resume of either the Lead Interior Designer or the Project Interior Designer that will be responsible for the completion of this project. The individual that is responsible for completion of the project shall be currently certified by the National Council for Interior Design Qualifications (NCIDQ) and have a minimum of five years experience providing corporate interior design services. The Interior Designers shall not be affiliated with any furniture dealership, vendor, or manufacturer. Evaluation Criteria Proposals will b e evaluated based on the relevancy of the experience presented to the services that are requested in this task order. Proposals with resumes that indicate additional relevant education, experience, training, special skills, licenses, certifications, profe ssional registration information and any respective performance related documentation shall receive a more favorable consideration.The submittal of more than one resume will result in the evaluation of the person that is deemed the least qualified by the s election board. 4.Price This factor should reflect a firm fixed price for the total amount of the task order to include any allowances such as travel, other direct cost such as personal computing resources, and/or discounts offered. Proposed labor catego ry, labor rates and man hours shall be identified. Evaluation Criteria - The price shall be considered as equal importance to other factors listed. The price breakout sheet should include a price for Base Bid - Provide the Interior Design Services as outli ned in Sections B, C and D of the attached Scope of Work and Option 1 Provide the Interior Design Services as outlined in Section E of the attached Scope of Work. Prices for Option 1 shall be valid for 365 days.
