Description
Program Manager Training Systems (PMTRASYS) has a requirement to solicit for the Marine Corps Systems Command (MARCORSYSCOM) to seek White Papers that may be applied towards an Advanced Concept Technology Demonstration (ACTD) in accordance with M67854-07-R-8010 Broad Agency Announcement for meeting emerging requirements for the Marine Corps. The U.S. Marine Corps has a requirement to create a fully Marine Air Ground Task Force (MAGTF) immersive training environment that will replicate as closely as possible the effects and conditions of the battlefield, and allows a Marines to effectively train in the full spectrum of tasks necessary to execute the full range of military operations. This requirement is in line with Universal Need Statement for Squad Immersive Training Environment (SITE) signed by MajGen Flynn, Commanding General, Training and Education Command (TECOM) on 16 Oct 06 and Mr. John Young, Director, Defense Research & Engineering information memorandum date d 24 Aug 2007, which identifies adaptive, interactive, fully immersive infantry simulation as one of the potential high payoff area for Science and Technology (S&T) area investment. This requirement will harness the technologies coming from human-system interfaces, cognitive science, augment reality, multi-player gaming and entertainment industry, immersive environments, neural sensing and related disciplines to create integrated virtual / augmented training environment. This fully immersive environment will allow Marines to train at the individual, squad, company, and platoon levels in real circumstances and conditions with live and virtual role players that react to their actions. The objective of this training environment is to replicate the experiences of an actual fire fight as closely as possible such that a first, actual fire fight will have already been experienced for all practical purposes and to make the Marine familiar and comfortable with the full range of MAGT F capabiltiy The following is a representative list of collective task s that a Marine, squad, and platoon should be able to train to in this fully immersive training environment, but not limited to: (1) Conduct mission planning and preparation; (2) Employ and operate VHF, UHF, and SATCOM radios; (3) Conduct an attack (deliberate and hasty); (4) Attack a fortified position; (5) Attack a building; (6) Conduct Search Operations/Conduct detailed search of vehicles and structures; (7) Conduct ambush, reconnaissance, security, and presence patrols; (8) Conduct land navigation; (9) Conduct surveillance and reconnaissance/reconnoiter a building; (10) Establish a checkpoint; (11) Treat and evacuate casualties; (12) Call for fire; (13) Conduct close air support; (14) Report tactical information; (15) Occupy an observation post; (16) Conduct link up; (17) Communicate/interact with indigenous population; (18) Conduct tactical questioning; (19) Conduct mission using Unmanned Systems; and (20) Have After Action Review capability (archive, tagged, etc). This fully immersive training environment has to be able to be controlled in order to achieve the desired training standards and learning objectives. Also, this immersive training environment must be able to quickly change scenarios in order to support the desired training skills in any range of situations contained in full range of military operations, in any given geographic region and climate. This RFI should not be construed as a commitment of any kind by the U.S. government to issue a solicitation. Any information provided to the Government in response to this RFI will become Government property and will not be returned. All proprietary or classified information will be treated appropriately. All potential offerors desiring to attend a Site Visit to I MEF Infantry Immersive Trainer (IIT), please submit all your point of contact information by 30 Nov 07 to the above BAA. White Papers will need to be submitted 60 days after the Site Visit to the IIT. NO PHONE CALLS WILL BE ACCEPTED.
