Description
NAICS Code: 511210 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Dataworks Development Inc., 6608 216TH SW, MountLake Terrace, WA 98043, for the acquisition of Freezerworks Software and Related Hardware. Freezerworks is a very user friendly system and offers the ability to create defined data fields, a search engine to query all user defined fields, barcoding functionality to quickly retrieve information on system entries, and an automated audit trail to track changes made by users of the systems. Data works Development product, Freezerworks, can be purchased and implemented very quickly. Freezerworks specifications: 1) A search engine that fines samples quickly and is able to search any user defined field; 2)Easily configurable system to set up storage units down to self, box, even to individual samples; 3)Allows user to create different types of fields: default values, calculated values, drop-down lists of entries, based on associated field data; 4)Allows users to create as many fields as needed; 5) Allows users to generate multiple aliquots of samples that may be stored in multiple locations, but can be review from one screen; 6) Barcoding capability that can be used to print barcodes (standard, compressed, and 2-D) and human readable notations on one label, with labels able to withstand cryogenic freeze and thaw conditions: 7) Automated audit trail tracks user activity and sample status; 8) Ability to easily import data from researchers' existing data bases and spreadsheets; 9) Ability to export data to spread sheets; 10) Has a visual interface "tree structure" that allows user to quickly search for samples by clicking on different location and drilling down to more specific storage units (e.g room to freezer to self to box); 11) Allows user to move samples using drag and drop to different storage units; 12) Allows files to be attached and associated with each sample allowing researchers to attached analysis data to samples: 13) System would be accessible to all terminals in the local EPA network. Freezerworks is the only off-the-self product that will satisfy EPA unique needs and be flexible enough to expand as a tool to manage electronic data associated with the samples. The circumstance permitting "Other than full and open competition" is FAR 13.106-1 (b) only one source reasonably available. The intent of this notice is to determine if any other source(s) exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
