Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is set aside to small businesses. The NAICS code is 611699 with a size standard of 6.5 Million. Each offeror is required to enter into https://orca.bpn.gov its certifications and representations required by provision FAR 52.212-3 - Offeror Representations and Certifications-Commercial Items. FAR Clauses 52.212-4 and 52.212-5 are applicable to this acquisition. The following clauses are checked: FAR 52.219-6, 52.219-8, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41, Service Contract Act (Wage Determination 2005-2115, rev. 4, 05/29/2007 is applicable to this solicitation), 52.225-1, 52.225-13, 52.232-33. STATEMENT OF WORK Services Required: The Federal Law Enforcement Training Center/Law Enforcement Leadership Institute (FLETC/LELI) had identified the need to procure a guest lecturer in support of its Law Enforcement Supervisor Leadership Training Program. In order to meet curriculum requirements in the program, this guest lecturer must be a subject matter expert in Law Enforcement Leadership. Requirement is as follows: Contractor shall provide guest lecture services for approximately 13 training classes (six hours per class) on Challenging the Organizational Culture: Leadership Strategies for Law Enforcement Leaders, Course 1710. Contractor shall have the intellectual authorization or copyright to provide the Federal Law Enforcement Training Center (FLETC), Law Enforcement Leadership Institute (LELI) a participant workbook which includes quotations, paraphrases and the leadership development points as outlined in Challenging the Organizational Culture: Leadership Strategies for Law Enforcement Leaders. The FLETC/LELI will have the right to reproduce the workbook for inclusion in course materials for each LESLTP program in fiscal year 2008. The Contractor will provide FLETC/LELI a full copy [electronic format] of any PowerPoint or other electronic media that will be used during presentations at least 30 days prior to the start of the contract. Travel to FLETC campuses, to include Brunswick, Georgia; Charleston, South Carolina; Artesia, New Mexico; Cheltenham, Maryland and other locations around the Continental United States and other US territories shall be required. The Contractor's fee will be a flat rate per engagement and the Contractor is responsible for all travel costs, lodging and per diem incurred. (There are approximately 12 classes in this requirement). Work Experience and Education The contractor must possess the following work experience and education, and meet the conditions as outlined under the statement of work: Work Experience: 1. Contractor must have served as a sworn or commissioned law enforcement officer, either as a state, local, or Federal criminal investigator or uniformed officer. 2. Contractor must have supervised and managed law enforcement personnel and their activities as a first line supervisor, mid-level manager and senior manager/administrator. 3. Contractor must have experience with lecturing on leadership topics to the law enforcement community. 4. Contractor must have experience lecturing to students from multiple law enforcement agencies in a consolidated training course or program. 5. Contractor must be an experienced motivational speaker on the topic of leadership and organizational change. References required. 6. Contractor must be a recognized subject matter expert on the topic of leadership and must have been published.
