Description
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Proposal (RFP) N1576A823456. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2005-19 and 2005-20 Effective on September 17, 2007 and September 6, 2007 and are available in full text through Internet access at http://acquisition.gov/far/index.html. The National Park Service encourages the participation of small, disadvantaged and women owned business enterprises. This acquisition is a TOTAL SMALL BUSINESS SET ASIDE. The NPS plans to issue a FIXED PRICED ECONOMIC PRICE ADJUSTMENT *See NOTE*...To be considered, responsive offerors must be registered in the Central Contractor Registration (CCR) database and On-line Representations and Certifications Application (ORCA) database. STATEMENT OF WORK: Yellowstone National Park requires the following requirements for this acquisition: Diesel #1, N90-67-UW Ultra Low SULF (LS1); Diesel #2, N90-68-UW Ultra Low SULF (LS2); Burner Oil #1, N90-88-Diesel Fuel, LS#1 (Dyed) (LSW); Burner Oil #2, N90-94-Diesel Fuel, LS#2 (Dyed) (LSS) and GASAHOL REG UNL, N90-24 . All responsible sources may submit an offer which shall be considered by the agency. DELIVERY will be 01 January 2008. This is ONLY for Fiscal Year 2008????.. *NOTE*: Contractor shall price per gallon based on the prevailing fuel index on the date of award shall be the initial index. EPAs will be calculated and processed quarterly, with the prevailing fuel index at the end of the quarter being used to calculate the index at the beginning of the subject quarter. The calculation could result in increases or decreases in the price adjustment for fuel. YNP will compensate the contractor for any calculated increases in fuel costs and the contractor would either, at YNPs discretion, pay YNP or issue a credit to YNP for any decreases in fuel costs.
