Description

Design Project 557-08-109, Replace Cold Water and Hot Water Mains in Bldg. 4. Professional A/E services to prepare construction drawings and specifications, construction estimates, and provide construction period services. Project will replace the deteriorated domestic hot and cold water mains in the attic and basement of Building 4. The project will require removal of friable asbestos pipe insulation and installation of new insulations on new pipe and possible replacement of existing hot water heater. The estimated construction budget is between $250,000 and $500,000. The area for consideration for this acquisition is restricted to the state of Georgia. The North American Industry Classification System (NAICS) Code is 541330. The small business size standard is $4,000,000 in annual gross revenues averaged over the past three years. Interested firms must submit two copies of SF 330 with appropriate documentation to the Angela White, Contracting Officer (557/10F/NCA), Carl Vinson VA Medical Center, 1826 Veterans Blvd., Dublin, GA 31021 by close of business December 14, 2007. The A/E selection criteria shall include the following elements (a) through (k): (a) Team proposed for this project; (b)Proposed management plan; (c) Previous experience of proposed team; (d) Location and facilities of working offices (e) Proposed design approach (f) Project control (g) Estimating effectiveness (h) Sustainable design (i) Miscellaneous experience and capabilities in the following areas: value engineering, life cycle analysis, CPM, fast-track construction, energy conservation, new energy sources, environmental assessment, specialized experience, CADD and other computer applications; (j) Awards and (k) Insurance and Litigation. This is not a request for proposals. No material will be issued and no solicitation package or bidder/plan holder list will be issued. This procurement is unrestricted under the Small Business Competitiveness Demonstration Program. See numbered note 24.
