The solicitation will be available at http://ideasec.nbc.gov on or about December 13, 2007. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Solicitation Number Q1774080619. Description: The National Park Service is seeking a qualified contractor to Repair/ Replace electrical systems to Building 30 on Floyd Bennett Field. Required Services. -Investigate existing conditions of the electrical distribution system for the facility including primary and secondary feeders. -Repair/Replace the G&W three gang oil circuit breaker switch located on the exterior wall of building 57. The power for the lift station building 30 is fed from this location. The primary electric service is 4160Y/2400 v 3phase. -Remove and replace a 200amp 3phase 4 wire secondary disconnect on the NW wall in the interior of building 57. -Remove and replace feeder cables from the new switch to Building 30. The distance is approximately 75 feet. -NOTE ALL SUPPLIES AND MATERIAL FOR BUILDING 30 MUST BE EXPLOSION PROOF AND MEET ALL OSHA & NEC STANDARDS FOR USE IN SEWAGE LIFT STATIONS. -Remove and replace a 125amp disconnect from NE wall of building 30 and replace with a 200amp 3phase 4wire disconnect and connect the wiring from the new service in building 57. -Remove and replace two ejector pump control switches and rewire from the newly installed disconnect switch. This is to include all contactors, controls and heaters associated with the new switches. -Remove and replace the wiring from the new controls to the float switches. -Remove old float switches on the ejector pumps located in the wet well area and replace with new float switches wired to the new pump controls. -Supply and install a 100amp circuit breaker panel on the NE wall adjacent to the newly installed 200amp service disconnect for lighting and receptacles in the facility. -Supply and install six ground fault duplex receptacles including all wiring and conduits. -Supply and install six explosion proof ceiling mounted florescent lighting fixtures and associated wiring, conduit and switches. -Supply and install four explosion proof, watertight wall mounted lighting fixtures including all wiring and conduits in the wet well area in order for inspection and repairs of the pumps, -Supply and install two mercury vapor, photocell operated exterior lighting fixtures including all wiring and conduits .Fixtures are to be flush mounted over the two building entry points. -Supply and install a 120/208v submersible sump pump hard wired to the new circuit breaker panel including all wiring and conduits. Min 1200 gph, cast iron with float. -Supply and install a ventilation system capable of removing hazardous gases from the building. -Supply and install an alarm system capable of notifying park personnel of pump failure, electrical failure and or high water conditions. Alarm will consist of a visible trouble light on the north side above the door with audible alarm. LOCATION: The work will occur at the Jamaica Bay Unit of Gateway National Recreation Area, Floyd Bennett Field, Building 30 and Building 57, Brooklyn, New York 11234. The NAICS code for this project is 238210 and the small business size standard is $13.0 million. Contract duration is 60 days following notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $25,000 and $100.000. This procurement is a Request for Proposal (RFQ) and is subject to the provisions of Federal Acquisition Regulations (FAR) Parts 13 and 15. The National Park Service encourages the participation of disadvantaged and women-owned business enterprises. A site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation, Section L, clause 52.236-27 Alt 1, Site Visit (Construction).
