Description
This is a combined synopsis/solicitation for personnel services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes a re being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16 dated 22 March 07. CLIN0001: Pashto Language and culture awareness support class teaching Afghanistan Language for 3-17 December 2007. QTY: 1 Requirement is for one Afghanistan class for the purpose of teaching Pashto and Culture Awareness to the senior leadership of tw o units on the installation which is the 11th Armor Cavalry Regiment and Operations Group. Training materials will be provided by the contractor. The training materials consist of: Afghanistan and Culture Awareness CD and pamphlets of basic Afghanistan Phrases. The contractor will be responsible for the air and ground transportation and meals per diem provided to the Afghanistan Language Instructor. The NTC is responsible for providing tough, realistic, combined arms and joint operational training for Brigade Combat Teams (BCTs) and other units in an environment that prepares them for deployment to combat operations in support of Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF). NTC rotational training of military units at Fort Irwin will replicate scenarios and situations commonly encountered in Iraq and Afghanistan. The focus is on providing deploying units opportunities to exercise critical individual and collective skills in support of Full Spectrum Operations (FSO) that units wi ll encounter in OIF. The NTC conducts rotational training for multiple units normally under the command and control of an Army Brigade Combat Team (BCT) preparing to deploy in support of operations in one of several areas of operations (AOs). The requi rement is to provide one Afghanistan (Pashto) Language class to teach Pashto to the 11th ACR and OPSGRP from 3-17 Dec 07, in support of NTC upcoming Rotation 08-03. Afghanistan Language Instructor is required to be Category (CAT) I linguists. CAT I lingu ists shall have a native proficiency in Pashto (level 4 to 5) as defined by the Interagency Language Roundtable (ILR), and a working proficiency (ILR level 2+) in English. CAT I linguists will not require a security clearance. If requested, Contractor p ersonnel will submit to additional background checks and/or counter-intelligence (CI) background screening to be administered by authorized Army Criminal Investigation Division (CID), Army INSCOM/902d MI Group, Federal Bureau of Investigation (FBI), or Cal ifornia State law enforcement officials. The Contractor will provide the Fort Irwin Military Police and CID officials the name of the Pashto Language Instructor requiring access to Fort Irwin and/or NTC training areas in order to facilitate personnel acces s to this installation before the rotation. The Contractor will comply with all applicable NTC operational security and counter intelligence/force protection regulations. The Point of Contact (POC) for security requirements will be provided to be the NTC G2. For the purpose of indicating scope of work only, the Government estimate for the work to be performed is included below. The hours to be performed during the Pashto Language Course may vary over the course of the period of performance, but will typi cally be 8 hours a day. Requirement is for one Pashto Language personnel to serve as a language instructor to teach Pashto to the 11th ACR and OPSGRP in support of the Afghanistan Rotation. Should the Contractor need emergency medical care during the Pas hto Language Course, treatment will be provided at Weed Army Community Hospital located on the installation. The Government is not responsible for any continued or follow up care. The Cont ractor will be on site, ready to work, at the place and time provided in the training support requirements, on each training day. The Contractor shall be in Building 1020, Room 12 for training class. Casual business attire is recommended. The Governmen t will furnish or make available to the Contractor Government Furnished Property/Material and the Contractor will be responsible for loss or damage to all Government equipment. All equipment/training aids issued will be turned in at the completion of each training day. Government will provide laptop computer, speakers, flow chart, white board, dry erase markers, proximal, projector screen for classroom training for 25 personnel. The Contractor shall furnish or make available to the Government the material s and equipment provided for class training. The contractor may provide other materials and equipment not specifically listed that is integral to the successful execution of the NTC Pashto Language Course. Contractor shall provide a Pashto Language Trai ning Support Plan to NTC detailing training support to be provided, resources and support required, arrival and setup timelines within five working days after contract award. Contractor will provide one Afghanistan Language Instructor to teach Pashto to th e 11th ACR and OPSGRP from 3-17 Dec 07, BLDG 1020 Room 12, in support of the upcoming rotation. Lodging will be provided by the Government. Requested Period of Performance: 3-17 December 2007.
