Description
The U.S. Bureau of Reclamation, Upper Columbia Area Office (UCAO) intends to negotiate on a sole source basis with the Washington State Department of Fish and Wildlife (WDFW) to assist the UCAO, by providing technical and other services, in fulfilling its obligations as specified under the Endangered Species Act to the Bull trout. Bull Trout are listed as a threatened species under the Endangered Species Act. The purpose is to develop a plan and implement those solutions as developed within the plan to ensure upstream and downstream passage for bull trout from Yakima Project Reservoirs through the inundation zone during drought conditions. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (b) (1) (i) (2). WDFW as the co-manager of the states fishery resources have the authority and the responsibility to ensure passage during drought conditions. WDFW has an established and on-going program to survey and implement temporary passage structures to rectify blockages due to drought condition. WDFW has agreements and procedures in place to access the Washington Conservation Corp and the Americorp to enable them to acquire personnel immediately to address emergency issues caused by drought. The government believes that only one responsible source can provide the services listed above that will satisfy the agency needs. Any firm or individual that believes it can furnish the items described are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, insufficient detail to demonstrate the ability to comply with the above requirements. All responses received by close of business December 14, 2007 will be considered by the Government. A determination by the Goverment not to compete this proposed action based on responses to this notice is solely within the discretion of the Goverment.
