Description
The Naval Surface Warfare Center Panama City (NSWCPC) intends to issue a sole source contract to Atlas Electronics (formerly Cogent), Meadow Road, Newport, Gwent, NP19 4SS, Great Britain for the acquisition of engineering services to repair two coaxial cables, incorporating the newly designed K4-breakout/S-breakout connection. The US Navy replaced the Q3 quadded magnetic minesweeping cable on MCM-1 Class Minesweepers. The coaxial cable has new end connectors and an improved highly durable jacket. The contractor has previously been awarded a contract to redesign the K4-breakout/S-breakout connector. This task provides for spare coaxial cables by repairing damaged cables and returning them to service-condition. This procurement is sole source for the following reasons. Atlas Electronics is the original equipment manufacturer (OEM) and the only source for these minesweeping coaxial cables. As the OEM, only Atlas has the expertise, technical data, equipment, and exp erienced personnel to successfully repair these cables. Atlas Electronics has been the sole developer of these cables under contracts N61331-99-D-0035 and N61331-02-D-0036. Given the complexity of the minesweeping coaxial cables and the level of system knowledge required to repair these cables to full operational capability, Atlas Electronics is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering and repair services to accomplish all tasking. The Request for Proposal (RFP) number is N61331-08-R-0014. The NAICS code is 541330 with size standard of $4,500,000. The contract shall be a firm fixed price contract. A number note of 22 applies to this requirement. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at http://www.fedbizopps.gov or http://nswcpc.navsea.navy.mil/contracts/ztable/open_actions.html. Vendors should regularly access the NSWCPC web site to ensure that they have downloaded all amendments. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor?s EFT information contained in the CCR database.
