Description
The Naval Air Warfare Center is conducting market research only to identify companies who have experience and capabilities in the production of RF Digital Data Links. The digital data link (DDL) is a networked RF two-way communication system with Ethernet interfaces to the host platform. The DDL shall operate in L band over a 600 MHz non-contiguous bandwidth maximum. The DDL shall provide resistance to multipath. The DDL shall have an adaptable data rate based on the quality of the RF signal received from another data link in the network (target of 500 kbps minimum). A method shall be implemented to communicate the current data rate mode utilized to each node in the network. The DDL system end-to-end data latency shall be 500 milliseconds maximum. The data latency is defined (when using two nodes) as being from Ethernet input, through the RF link, to the Ethernet output. The data link shall acquire network connectivity and output a valid signal within 10 seconds m aximum after receiving a valid RF signal. The DDL shall have provisions to maintain network connectivity in a radio silent mode. The DDL shall be fully operational when carriage platforms exhibit relative velocities up to 2000 ft/sec. The DDL component shall be Joint Tactical Radio System (JTRS) Software Communications Architecture (SCA) compliant with minimal tailoring. The DDL shall have the capability to support one or more reprogrammable waveforms to achieve performance or interoperability requirements. The DDL shall have the capability for software reprogrammability for additional waveforms in the future. The DDL shall be capable of providing control of an external high power amplifier to extend data link range. The DDL shall provide variable transmitter power control based on received signal strength. The DDL transmitter spurious output emissions, as measured at the RF output connector, shall be at least 60 dB below the carrier level. The DDL transmitter spurious emissions shall not exceed -100 dBm within 10 MHz of the GPS frequencies L1 (1575.424 MHz) and L2 (1227.6 MHz). The DDL shall be capable of simultaneous operation with GPS, IFF, TACAN, and Link-16 systems without suffering degradation from or causing degradation to those systems. The DDL receiver shall not be damaged by an input signal level of +15 dBm within 80 MHz of the frequencies of operation, and shall not be damaged by input levels up to +30 dBm at input frequencies from 10 KHz to 9 GHz excluding bands centered +/- 80 MHz around the frequencies of operation. The DDL receiver shall be capable of receiving and decoding a signal with a Bit Error Rate (BER) of 10-6 when the RF input varies from 0 dBm to -95 dBm (assuming a nominal data rate of 500 kbps minimum) with an objective sensitivity of -102 dBm. The DDL shall use distributed wireless networking (or ad hoc networking) to provide node connectivity without reliance on a pre-planned network configuration or dedicated relay infrastructure. Ad hoc networking implies the units of action form part of the network on a temporary or intermittent basis. The DDL shall accommodate IPv4 network layer services or latest certified IP version, UDP data traffic, TCP data traffic, RTP application layers, and shall receive all network commands and send all responses using a standard management protocol, such as Simple Network Management Protocol (SNMP). The DDL shall provide unicast, broadcast and multicast network layer services. Each DDL node shall have a unique network address. The DDL shall support simultaneous connectivity between 10 node pairs in the same geographic area. The DDL shall complete start-up sequences and meet performance specifications within 1.0 minutes after application of power or external reset with an objective initialization time of 10 seconds after application of power or external reset. The DDL shall be airborne capable with an objective production volume of 100 cubic inches (excluding power supply). The DDL shall display a minimum initial design maturity of Technology Readiness Level (TRL) 5, with the capability to achieve TRL 8 within a notional 3 year development period. The intent of this announcement is to survey the sources and capabilities of already developed product. The data link equipment must exist and be non-developmental. Respondees to this announcement should provide a description of their product that meets the performance requirements stated above in the form of a white paper that is no more than 25 single-sided pages with text no less than 12-point font and a minimum of one-inch margins in Microsoft Word, Adobe PDF or compatible format. The white papers should be formatted as follows: Section A: Title, Name of Company and Background, Brief History highlighting past relevant experience on similar systems; Section B: Company's Approach/Solution; Section C: System Description focusing on key attributes, technical maturity and timeframe/schedule. In addition to the 25-page white paper, respondents may provide up to ten graphical charts that further explain their concepts. All respondents should provide their CAGE code and indicate if they are a US company, large business, small business, small disadvantaged business or women-owned small business as described by NAICS code 336414. Those desiring to do business with the Government must be registered in the Central Contractor Registration System. Please be aware that technical data submitted in response to this RFI may be released to Government evaluators and Non-Government evaluators for review and analysis. Non-Government evaluation support may include employees of The Boeing Company, St. Charles, MO, Raytheon Technical Services Company, Indianapolis, IN, DCS Corporation, Lexington Park, MD, Prometheus Company, Lexington Park, MD and Systems Management Technology, Incorporated, Falls Church, VA, as well as others to be determined. Non-Disclosure agreements are available upon request from all non-government evaluators. If respondents wish to restrict distribution of its white paper, it must be marked appropriately. All responses should be unclassified. This announcement is a request for information only and is not a Request for Proposal or announcement of a solicitation.
