Description
THIS IS A SOURCES SOUGHT SYNOPSIS (SSS). THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL. HQ 554th Electronic Systems Group (formerly MSG), Contract Execution Branch B (HQ 554 ELSG/PKB) at Wright-Patterson Air Force Base Ohio is issuing this Sources Sought Synopsis for all potential Offerors interested in providing Operations and Maintenance/Sustainment support for the Air Force Equipment Management System (AFEMS). AFEMS is the United States Air Force (USAF) automated system that is used to manage all equipment at retail and wholesale levels throughout the USAF to meet peacetime and wartime mission requirements. The government anticipated release date for the Request for Proposal (RFP) RFP Number FA8770-08-R-0001 is on or about 29 February 2008. This acquisition will be full and open competition utilizing FAR Part 15 "Contracting by Negotiation," and associated supplements and Best Value Evaluation Criteria. The applicable North America Industrial Classifica tion Systems (NAICS) code is 541511. This acquisition will result in a single contract award for a base period and four, one-year priced options. Potential Offerors are required to be Capability Maturity Model Integration (CMMI) Level III or higher, have security classification level for both facility and safeguarding at Secret, and meet the minimum years of experience for all of the requirements as outlined in the attached Capability Package Requested Information. Potential Offerors who did not respond to the Request for Information (RFI) posted on the Hanscom Air Force Base Electronic Request for Proposal Bulletin Board (HERBB) (http://herbb.hanscom.af.mil) on 15 February 2007 for capability packages are requested to do so at this time. All capability packages are due to the procuring contracting officer by 4:00 PM EST on 12 Dec 2007. Please provide two (2) paper copies of your response. Electronic format may be submitted in addition to the two (2) paper copies. This Sources Sought announcement is issued for information and planning purposes only and does not constitute a solicitation. The Sources Sought shall not be construed as an obligation on the part of the Government to acquire any products or services. The Government does not intend to award a contract on the basis of this Sources Sought and all information shall be made available at no cost to the Government. Responses to this Sources Sought will not be returned. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates Offerors concerns, uses, disagreements, and recommendations to the appropriate government personnel.
