Description
NASA/DFRC has a requirement for a camera and 2 micron bandpasses to be used to perform high-temperature testing of a Carbon-Silicon Carbide Ruddervator Subcomponent Test Article for NASA?s ARMD Hypersonics Materials and Structures Program. [SPECIFICATIONS] The specifications are: 23520-200 SC8000HS InSb 1024x1024 f/4.0 Camera SC8000HS 1024x1024 Camera AC Power Supply USB Cable 2 Calibration Plates Graphic User Interface Shipping/Carrying Case Operating Manual (2) 23898-000 25 mm InSb lens, 3.0-5.0 micron bandpass f/4.0, Bayonet Mount Optical Interface (3) 23899-000 50mm InSb lens, 3.0-5.0 micron bandpass f/4.0, Bayonet Mount Optical Interface (4) ThermoVision SC8000 SDK (5) ExaminIR [SOLE SOURCE EXPLANATION] NASA/DFRC intends to purchase the items from FLIR Systems. The camera the Aerostructures branch currently has is from Indigo Systems, but this vendor and FLIR Systems merged into one company. These two vendors were the only ones that could satisfy the camera technical requirements. Now that they have joined into a single company there are no other known companies in the marketplace that can meet our technical requirements. The camera has to have the 1024x1024 resolution to detect manufacturing defects and defect/damage propagation in the C/SiC structure resulting from testing. The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 14, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. ?A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
