Description
The central heating plant and high temperature hot water (HTHW) system was designed and constructed to provide heating to more than twenty warehouse buildings on the installation. Currently the system serves seven buildings, of which only three are in use. Operating the central heat plant facility no longer is efficient or economical. This project is to remove seven (7) warehouse buildings (Buildings 9, 17, 18, 19, 27, 30, 41/42) from the central heating plant and HTHW piping system. Heating syste ms in three of the buildings (Buildings 9, 17, and 27) will be replaced with individual gas fired heating plants. To support the installation of the new individual heating plants, gas distribution piping will be extended to serve the three buildings. The work also includes rerouting mechanical room drains from storm sewers to sanitary sewers in three of the buildings (Buildings 9, 17, and 27). The above ground HTHW distribution piping will be removed. Options included in the contract include: the demol ition of the central heat plant; the demolition of parts of the HTHW distribution piping system; and the winterization of two warehouse buildings (Buildings 30 and 41/42). The performance period will be 400 days. The estimated price range for this project is from $1 to $5 Million. This is a request for proposal and will be awarded to a Prime HubZone contractor. Proposals will be required to include Price, Past Experience, Past Performance, Technical Approach and Management Approach. They will be evaluat ed using a Best Value Source Selection Process. This solicitation will be issued on/about December 20, 2007 and proposals will be due on/about January 20, 2008. The solicitation and any amendments will be available for download only through the Federal T echnical Data Solutions (FedTeds) at http://www.fedteds.gov.
