Description
The Philadelphia District intends to initiate a negotiated, best-value procurement to overhaul a hoist winch for the U.S. Army Corps of Engineers, Vicksburg Districts Dustpan Dredge JADWIN. The following information is provided for the existing winch: Model No: BU-140 YDCHR Serial No: 10896 Type: 2-110M BM No: 110 Serial: MCH 140-204 Spec: 881 The current diesel engine is a Detroit Diesel In-Line 6 Cylinder 71 Series engine. The engine shall be replaced as part of the overhaul. The winch shall be picked up and returned to Vicksburg, MS. The acquisition will be a negotiated, best-value procure ment using the Contracting By Negotiation process prescribed in Part 15 of the Federal Acquisition Regulation and the Simplified Acquisition Procedures defined in Part 13 of the Federal Acquisition Regulation. The proposals will be reviewed for completene ss in satisfying the requirements of the RFQ and evaluated on the merit against the following evaluation factors listed in descending order of importance: Technical factors  Product (to include testing), Period of Performance, and Past Performance and Exp erience and Price factors - Price reasonableness and Price Realism. The technical factors as a whole are more important than price. However, price remains a significant factor in determining the best value. Initial price proposals must be submitted alon g with initial technical proposal to the Contracting Officer in accordance with the requirements of Section L  Proposal Requirements and Evaluation Criteria of the RFP. The Government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the offerors best terms. RFQ number W912BU-08-T-0010 will be available on or about 20 December 2007. The official media of distribution for the RFQ is the Web. All amendments to the RFQ will be posted to the FedTeDS web site. It is the offerors responsibility to monitor the Fe dTeDS web site for any amendments. Interested firms must register at FedTeDS in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments. All quotes are to be delivered to the Corps of Engineers, Phila delphia District, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, Attn: Ms. Julina Lee. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution (FedTeDs) system webpage at https://www.fedteds.gov. Interested parties must register a s a Vendor with FedTeDs before accessing the system. In order to register as a Vendor in FedTeDs, offerors must be registered in the Central Contractor Registration (CCR) system at http://www.ccr.gov. Interested parties can access the data for the solici tation through the hyperlink established in the Federal Business Opportunities (FedBizOpps) system announcement at http://www.fedbizopps.gov. The hyperlink will redirect to the solicitation-specific data in FedTeDs. Registration for updates to plans and specifications should be made on the FedBizOpps webpage for this solicitation. The FedTeDs system does not allow for offerors to perform a search for solicitation data. All searches can be performed through the FedBizOpps system. If any information chan ges during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notice of the solicitation or any amendments. Proposals will be due on, or about, 20 January 2008 at 1300 hours. The NAICS code is 333923 and the size standard is 500 employees. Warranty of supplies/services will apply. The Service Contract Act will also apply. Liquidated damages will not apply. All contractors are required to be registered in the DOD Central Contract Registry before award as required by DFARS 204.7300.
