- Sources Sought Synopsis for Patient Transport (ambulance) Services, at Vandenberg AFB, CA. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Per the attached DRAFT Statement of Work, the contractor shall furnish all management, supervision, equipment, vehicles, labor, training, and documentation to provide Paramedic and Emergency Medical Technicians (EMT) Services to respond to requests for emergency medical services, provide patient treatment, and stabilization as required for Vandenberg, AFB, CA. The Paramedic may be required to perform only basic first aid or any level beyond to include Advanced Life Support (ALS). The Contractor shall provide 24-hour/7-day uninterrupted response coverage, to include response to in-flight emergencies (IFE). Performance shall be according to the requirements contained in this DRAFT statement of work (SOW) and professional standards of the Joint Commission on Accreditation of Healthcare Organizations. It is anticipated that the contract performance will include a one-month phase-in period (1-30 Sep 2008), a base period of one-year (1 Oct 2008 - 30 Sep 2009) and four one-year option periods (extending through 30 Sep 2013) exercised at the unilateral right of the Government. The purpose of this sources sought notice is to gain knowledge of potential qualified sources and their size classifications (Hub Zone, 8[a], small, small disadvantaged, large, etc) relative to North American Industry Classification System (NAICS) code 621910 and annual revenue of $6.5M. Interested firms are requested to submit interest and capability statements (maximum of five pages, not including the cover page) in writing NLT 10 Jan 2008. The interest and capability statements should include interested firms business size (small or large), business status (Hub Zone, 8[a], disadvantaged, woman-owned, veteran owned, service disabled veteran owned, etc.) The capability statements should show evidence of relevant experience in the services described above and in the draft PWS posted with this notice and should include, at a minimum, the following information: brief description of any relevant contracts (commercial or government), contract numbers, contract dollar values, dates of performance, number and type of personnel involved, and the name of the government program manager.
