- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-08-T-0098. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-24 and DFARS Change Notice 20040625. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 42386 0 and the Small Business Standard is 500. This is a 100% Small Business Set-Aside.The FLEET & INDUSTRIAL SUPPLY CENTER requests responses from qualified sources capable of providing: Clin 0001 ? Manufacture Transport Dolly/ Inner Wing Multiuse Rollover per drawing E97372 . Delivery Period of performance is 17 weeks ARO . Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. All responsible sources may submit a quote, which shall be considered by the agency. 52.212-2, Evaluation - Commercial Items is applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and <select applicable factors: delivery/a determination of responsibility/ technically acceptable low bids/ past performance / etc.>. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. THE INTENDED USE OF MATERIAL OR SERVICE Design Engineering has chosen 80/20 T-Slotted Aluminum Extrusion to construct a Prototype F/A-18 Inner Wing Multi-use Transport Dolly. 80/20 (The Industrial Erector Set) T-Slotted Aluminum Extrusions and a large verity of fasteners and joining hardware are commercially available to anyone who wants it. This 8020 bolted modular framing system is ideally suited for the design requirements of this transport dolly. The dolly will be used for intermediate wing spar repair. The dolly must be lightweight, rigid and structurally capable of supporting a 1300 lb load. Dolly joints must be adjustable to accommodate different height and length requirements of wing support details. The bolted construction will eliminate the problem of welded (thin walled) aluminum joints witch generally crack from vibration during normal use. The bolted construction will also allow the required adjustability of wing attach/support details. This is a PROTOTYPE design and is getting its share of visibility due to the urgent need to supply wings to the fleet. Because of the urgency, a Sole Source solution to developing the prototype dolly may result in a faster turnaround time and the least cost to the government. The manufacture chosen to fabricate the prototype dolly must be in close proximity to the depot to accommodate design changes, fit checks and first article validation. The aircraft component (Inner Wing) must remain at the depot, so the manufacture must be in the San Diego area to expedite the aforementioned changes/checks. F & L Industrial Solutions, Inc., is a local distributor of 80/20 products and has done some fabrication of work stands/platforms for the depot in the past. They meet all the requirements of a local company that is familiar with 80/20 products. That said! There is no preference for this company, any local manufacturing company familiar with 80/20 products is satisfactory. 1. THE CRITICAL OR UNIQUE CHARACTERISTICS OF THE MATERIAL OR SERVICE WHICH ARE MANDATORY FOR THE INTENDED USE: ? Lightweight material capable of supporting high loading ?
