- National Aeronautics and Space Administration (NASA)/Goddard Space Flight Center (GSFC) Office of Systems Safety and Mission Assurance (OSSMA), Resource Analysis Office's (RAO) mission is to provide capability to Center management for independent cost and schedule estimating, risk assessment, and mission risk success utilizing existing and projected programs, their cost, technical, programmatic, and acquisition implementation approach. This office's responsibility includes the development and maintenance of current cost models supported by resource and technical databases, compiled from current and historical data derived and collected from NASA's "corporate memory", as well as from on-going market surveys, cost projections, quotes, bids, and estimates. This capability is critical to the efficient operation of the Center, in that it involves the development of accurate resources estimation and forecasting models for the planning and acquisition of future spacecraft programs and ancillary scientific instruments, scientific payloads and suites, mission systems integration and test, and other key resource elements (i.e. cost, schedule, workforce, and risk assessment). Due to vitalness of this program to ongoing and future missions at Goddard Space Flight Center, it is critical that the collection and evaluation of acquisition data continue uninterrupted and at a high rate of capture and response as it currently exist. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing to YOLANDA WILLIAMS, (email preferred), via email at Yolanda.A.Williams@nasa.gov, fax at 301-286-1720, not later than December 14, 2007, Eastern Standard Time (EST). It is the offeror's responsibility for downloading their own copy of this notice and amendments (if any). Interested offerors may submit their capabilities and qualifications via the Online Request for Quote (RFQ), or via fax to 301-286-1720, or via e-mail to: Yolanda.A.Williams@nasa.gov, no later than 4:30 p.m Eastern Standard Time (EST) on December 28, 2007.
