Description
The U.S. Joint Munitions & Lethality Life Cycle Management Command (JM&L LCMC), Picatinny Arsenal, NJ anticipates issuing a Request for Proposal (RFP) for the production of the M795 Metal Parts (Projectile Bodies) with Flexible Rotating Band Covers (FRBC). The M795 Metal Parts with FRBC is a component of the M795, 155mm, HE, Projectile. It is anticipated that the RFP shall be restricted to within the National Technology Industrial Base (NTIB) in accordance with Numbered Note 13. The anticipated RFP will be for a firm fixed price effort inclusive of one production year with options for an additional four production years, for a total of five production years. The following are the anticipated minimum and maximum quantities for the base year and the four option years: Base Year quantity ranges of 1-50,000, 50,001-100,000, and 100,001-150,000. Option Year 1 quantity ranges, 1-50,000 and 50,001-100,000. Option Year 2 quantity ranges, 1-50,000 and 50,001-100,000. Option Year 3 quantity ranges, 1-50,000 and 50,001-100,000. Option Year 4 quantity ranges, 1-50,000 and 50,001-100,000. The M795 Metal Parts (Projectile Bodies) are made from high fragmentation steel alloy, HF-1, have a finished weight of approximately 75 lbs, are approximately 30 inches long, have a curved exterior with a maximum outside diameter of approximately 6.1 inches, and a minimum wall thickness of 0.3 inches in the ogive. The Projectile Bodies are hollow, and must be manufactured to exacting tolerances. Stringent quality assurance and performance criteria, including 100% Ultrasonic Testing, apply to these components. Delivery requirements of 3,000 ??? 20,000 Projectile Bodies per month will require the use of high volume production equipment including machining centers, heat treatment facilities, and metal finishing facilities. In addition, specialty equipment, including long stroke forging presses, rotating band welders, and projection welders, will be required to manufacture the components described above. Respondents must demonstrate that they have the capability to provide for all necessary labor, materials, supplies, services, facilities, and equipment to produce the 155mm, HE, M795. Funds are available for this acquisition. The Government anticipates that the Request for Proposal, which will address a requirement to produce these M795 Metal Parts, will be released within 45 days.
