- The Portland Veterans Administration Medical Center (PVAMC) has a requirement for an Architecture and Engineering (AE) firm to complete a space master plan for the Portland VA Hospital campus. The campus includes approximately one (1) million square foot of floor space in ten (10) buildings support 1,900 full time employees. The AE firm will use the VA's space inventory, meetings with clinic and administrative managers, and our existing and forecasted workload to develop the space master plan. In addition to industry standard space master plan criteria, the plan should include guildelines for existing space allocation, improvements to patient follow and adjacencies, and recommendations to meet future medical center space needs. This project is expected to be between $25,000 and $100,000. There is no construction directly associated with this requirement. Under the demonstration act emerging small businesses will be given first consideration. "Emerging small business" means a small business concern whose size is no greater than 50 percent of the numerical size standard for the NAICS code per FAR 19.1002. The NAICS code is 541310 and the size standard is $4.5 million per year. Offerors must include the average of the last three years' gross receipts. This procurement is issued using the procedures of FAR Part 36.601 and will result in award of a fixed price service contract. A site visit will be conducted at The Portland VA Medical Center 3710 SW US Veterans Hospital Road, Portland, Oregon on December 17, 2007 at 10:00 AM. The site visit will commence in the main lobby of Building 100. Offerors who are interested are strongly encouraged to attend. Multiple site visits and design meetings will be required during the life of the contract. Per-diem and travel will not be authorized. Parking is limited so plan to arrive early. The following evaluation criteria shall be strictly adhered to: FAR 36.602-1(1) Professional qualifications necessary for satisfactory performance of required services; (2)Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry. In addition to the evaluation criteria set forth in FAR 36.602 the board will consider the factors set forth the Veterans Affairs Acquisition Regulations 836.602-1 as they apply to the project or purpose of the selection. Values will be assigned to each factor in determining the relative qualifications of the firms identified as qualified through the pre-selection process. The values may be confirmed or adjustments may be made as a result of the discussions. (a.) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (b.) Record of significant claims against the client because of improper or incomplete architectural and engineering services. (c.) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team.
