- Description
- NASA/GRC has a requirement for implementation of NASA Human Research Program sponsored and directed research investigating the feasibility of a bedrest/exercise model where the equivalent of 1/6g is applied to the lower extremity for long periods of time representing standing, daily activities, exercise, and other weight-bearing activities and activity will be simulated using the Zero-gravity Locomotion Simulator (ZLS) under conditions where the loads applied by the subject load device will be set at 1/6g. NASA/GRC intends to award a contract to perform the research to the Cleveland Clinic Center for Space Medicine because the research hardware and expertise to be used for the 1/6th gravity bedrest analog capability and the zero-gravity and lunar simulation is based on a unique and innovative concept and approach (Zero-gravity Locomotion Simulation and lunar analog simulator) developed under previous collaborative grants and agreements with the Cleveland Clinic and Center for Space Medicine team The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 27, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
