Description
Marine Corps Base Camp Lejeune, NC hereby gives notice of intent to award a sole source requirement to Ashland Chemical/Drew Industrial of Booton, New Jersey, under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The requirement is to provide specifically formulated chemicals for treatment of boiler feedwater. Ashland Chemical/Drew Industrial is the incumbent, and all Government maintenance personnel are trained in analysis testing, analysis req uirements, functions and safety procedures for this specific brand and formulation of boiler feedwater chemical. Existing equipment installed in each steam plant is designed to meet the requirements for receiving, storage and dispersion of Ashland chemicals. To change chemical suppliers would entail changing bulk delivery tanks, dispersion tanks, transfer pumps, pumping stations and piping in all steam plants. It would also involve retraining all operation and maintenance personnel, disposal of existing chemical and reagents, and chemically cleaning existing Ashland chemical out of the equipment before another product could be introduced into the system to prevent detrimental damage to boiler water surfaces.
