Description
The VA Medical Center in Coatesville, PA is seeking professional A/E services for the Mechanical Room Energy Improvements project. The project will address energy related equipment deficiencies in the building 1, 2, 4, 6, 7, 8, 9, 38, 39, 57 and 58 mechanical rooms at the medical center. The project shall include the following for each building: a) Sizing and installation of pressure motive condensate receiver/pumps with digital cycle counters with auxiliary output contacts for connection to future building energy management system. Condensate receiver/pumps shall include reuseable insulation jackets. In rooms with two (2) existing condensate receiver/pumps, one (1) new receiver/pump shall replace both; b) Sizing and installation new ball/float steam traps with separate or integral electronic conductivity/temperature based fault detection system for steam traps in each building. Each mechanical room shall include continuous electronic monitor for traps with capability to connect to future building energy management system; c) Insulation of all steam and condensate piping, fittings, valves, heat exchangers, tanks, receivers. All insulation work to be in accordance with VA master construction specifications section 336600 steam energy distribution; d) Miscellaneous leaks found during the project shall be approved for repair by VA representative. A/E Services to include site investigation and verification of as-built drawings, drawings and specifications, cost estimates, construction period services and site visits. A/E will provide 25% design submission, 50% design submission, 90% design submission, and 100% final submission. 100% final submission is due 145 calendar days after the notice to proceed is issued. The work shall meet all applicable VA design criteria and construction standards. The A/E firm shall design a more energy efficient, cost saving system that with complies with VA design criteria requirements and will require less maintenance and repair down time. The project shall include all necessary phasing, demolition, mechanical and electrical modifications for a complete and functional system. The estimated construction budget is between $250,000 and $500,000. The area of consideration for this acquisition is restricted to firms within 100 mile radius of the VA Medical Center in Coatesville. Interested firms must submit two (2) copies of SF330 with appropriate documentation to the Contracting Officer (542/90C), VAMC, 1400 Blackhorse Hill Rd., Coatesville, PA 19320 by close of business Thursday, January 17, 2008. NAICS 541330 applies. This is not a request for proposals. This procurement is set-aside 100% for small business concerns. The award of this contract is subject to the availability of FY 08 funding. See numbered note 1, 24 and 25.
