Description
PRE-SOLICITATION NOTICE: The Department of Veterans Affairs (VA) on behalf of and as an agent of the Division of Strategic National Stockpile (DSNS) for the Centers for Disease Control and Prevention (CDC) will issue Request for Proposal (RFP) 797-DSNS-0802 for the service of experienced, established, responsible contractor(s) for the re-packaging/relabeling of bulk pharmaceuticals (such as, but not limited to, Ciprofloxacin, Doxycycline and Amoxicillin) into unit of use bottles of 20, 30 and or 50 tablet/capsules. Operating as part of an Emergency response program, the service under any resultant contract(s) may be required 24 hours a day, 7 days a week, and 365 days a year (24/7). The Contractor shall be responsible to provide all necessary expertise, fully operational, properly licensed and secure facility, equipment, labor and materials to receive, stage, re-package/relabel, temporarily hold, and deploy government owned pharmaceuticals. All repackaging/relabeling of products must be in compliance of all Code of Federal Regulations (CFR) listed in Title 21 and the Federal Food, Drug and Cosmetic Act (FD&C Act), as amended and implementing regulations. Specifically the parts relevant to this service, in which human drug products are packaged, labeled, held, stored and distributed. To violate any section of the FD&C Act and the CFR is to violate the laws governing the purity, safety, and efficacy of food and drugs, medical devices and cosmetics. The DSNS program and the products included in this program support the Country in a response to national emergencies. The government reserves the right to make multiple, firm fixed priced indefinite delivery/indefinite quantity contracts as a result of this solicitation. Solicitation 797-DSNS-0802 will be electronically issued in commercial format in accordance with FAR Part 12 on or about January 8, 2008 with an offers due date of February 5, 2008.
