Description
The Federal Aviation Administration (FAA), Systems Operations Contract Division, HQ, Washington, DC, is conducting a Market Survey/Request for Information to identify possible sources to provide multiple types of surge protective devices (SPD). The purpose of the devices is to limit transient over voltages and divert surge currents appearing on FAA power distribution networks. The type of contract contemplated under this requirement is an Indefinite Delivery Indefinite Quantity type contract consisting of a one year base period plus 4-one year options. All prices are expected to be requested on a firm-fixed price (FFP) basis. This is solely a market survey to solicit statements of interest and capability to fulfill the Government's needs from all interested parties. This point of interest is further expanded upon under the attached document entitled, "Surge Protective Device - Market Survey", dated December 2007. The response(s) to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in any informational session is not a promise of future business with the FAA. The survey is not be construed as a screening information request (SIR), nor request for offer (RFO). As such, the FAA will not accept unsolicited proposals and assumes no liability for any cost associated with the submission of responses to the market survey. The FAA intends to review all response submittals to establish the acquisition strategy. Responses to this market survey will be used to develop the Source List for this requirement and it will also be used to determine if there is adequate competition to set the requirement aside for Small Businesses, Service Disabled Veteran Owned Small Business, or the 8(a) Program in lieu of opening the acquisition up for full and open competition. The principle North American Industry Classification System (NAICS) code for this effort is 335999; Surge Suppression Manufacturing. The corresponding size standard in number of employees is 500. The announcement is located at: http://faaco.faa.gov/index.cfm. Response submittals must include the following: 1. Documentation that clearly demonstrates that the interested vendor is qualified and capable of fulfilling the requirement. (The format of the documentation is at the discretion of the vendor). 2. Business size. 3. Experience level and expertise in the functional area. The FAA prefers that all response submittals, including attachments, be submitted electronically to the following e-mail address: Kenneth.M.Carter@faa.gov. Responses should be submitted in a Microsoft Word (preferred); however, portable document format (i.e. .pdf file)is acceptable. The FAA will not respond to telephonic inquiries. Note: Any contract awarded for the requirements above will contain the AMS Clause 3.3.1-33 Central Contractor Registration (April 2006). Award cannot be made to a vendor that has not accomplished this registration.
