- Description
- The Federal Aviation Administration (FAA) intends to procure on a single source basis, eleven follow on ITWS systems from the Raytheon Company of Marlboro, Massachusetts. Raytheon is the original equipment manufacturer of the first 26 systems and has been the prime contractor for system development, production and installation since contract award. The FAA intends to procure and implement the eleven follow on ITWS systems as identical to the first 26 systems. ITWS COTS hardware and operating software will be procured to the same specifications, approved hardware and software baselines, performance verifications, and installation and acceptance requirements as for the first 26 systems. ITWS software contains the Raytheon Network Operating System (NOS), which is considered Raytheon Proprietary. Raytheon is the only known vendor with a NAS-certified, operationally suitable, system that can be deployed during FY08/09/10 as required by the FAA. Further, procurement of these identical systems provides for system standardization and efficiency with logistics support. ITWS is an air traffic management tool that provides air traffic controllers and traffic managers graphic, full-color displays of essential weather information at major U.S. airports. ITWS was developed to fill the need of air traffic managers, controllers, and airlines for a tool that integrated weather-related data from a number of sources and provided customers with one easily used and understood display of weather support products. These products include current terminal area weather and short-term (0-20 minute) predictions of significant weather phenomena, and forecasts of significant convective activity out to 1 hour. Purpose of the Announcement: In accordance with FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. A competitive solicitation is not available for this procurement. The estimated value is $9.3 million.
