Description
Design and Construct Fort Hamilton Armed Forces Reserve Center (AFRC) consisting of Training Building, Maintenance Training Building, Unheated Storage and Military Equipment Parking located in Brooklyn (Kings County), New York. Buildings will be of permanent construction with HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Force p rotection (physical security) measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Project includes demolition of 5 Buildings. Furniture will be purchased by other contract. This solicitation is a two-phase Design/Build Best Value process. The evaluation factors for the first phase will be Experience, Technical Approach Narrative, Past Performance and Pro Forma Requirements. Phase two will consist of Design-Technical and M anagement Capability and Price with Pro Forma Information. The estimated performance period is 720 calendar days. The estimated price range is between $25,000,000.00 to $100,000,000.00. A construction cost limitation will be provided with the Phase 2 t echnical requirements package. For Phase 2, all evaluation factors, other than cost or price, when combined, are equal to cost or price. NAICS 236220. Approximate issue date is January 11, 2008 and approximate closing date for Phase I submittals will be February 11, 2008 at 1:00 p.m. (local time  EDT). After the Phase I evaluation the government will select up to 5 contractors to proceed to Phase II in which they will be asked to prepare their proposals for Phase II that will be due on or about April 1 6, 2008.
