- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is set aside to small businesses. The NAICS code is 611699 with a size standard of 6.5 Million. Each offeror is required to enter into https://orca.bpn.gov its certifications and representations required by provision FAR 52.212-3 - Offeror Representations and Certifications-Commercial Items. FAR Clauses 52.212-4 and 52.212-5 are applicable to this acquisition. STATEMENT OF WORK Services Required: The Federal Law Enforcement Training Center/Law Enforcement Leadership Institute (FLETC/LELI) has identified the need to procure a guest lecturer in support of its Law Enforcement Supervisor Leadership Training Program. In order to meet curriculum requirements in the program, this guest lecturer must be a subject matter expert in Federal Supervisory Legal Topic areas. This expert's experience must include a working knowledge of Federal labor relations law, as it applies in the federal law enforcement environment. Requirement is as follows: Contractor must have the intellectual authorization or copyright to provide FLETC/LELI with a participant workbook which includes quotations, paraphrases and the competency development points as outlined in the vendors supplied workbook. The FLETC/LELI will have the right to reproduce the workbook for inclusion in course materials for each LESLTP program in fiscal year 2008. The Contractor will provide FLETC/LELI a full copy [electronic format] of any PowerPoint or other electronic media that will be used during presentations at least 30 days prior to the start of the contract. Travel to FLETC campuses, to include Brunswick, Georgia; Charleston, South Carolina; Artesia, New Mexico; Cheltenham, Maryland; and other locations within the Continental United States and other US territories shall be required. The Contractor's fee will be (a flat rate) per engagement and the Contractor is responsible for all travel costs, lodging and per diem incurred. (There are approximately 12 classes included in this requirement.) In addition, this expert must have the following experience and education and must be knowledgeable in the federal legal topical areas as specified below: Technical Knowledge and Deliverables The Contractor must be able to lecture on the following Federal legal topical areas as specified as they relate to Federal Law Enforcement Supervisors. In addition, the Contractor must provide a participant workbook that includes selected cases and examples that relate directly to topical area where appropriate. Included in the workbook, based on the curriculum as outlined below, the Contractor will develop case study exercises as part of the learning methodology. The case studies will be used throughout the programs to assess participant learning. The Contractor will be required to provide at least one case study for each two hour lecture. Contractor must have experience with lecturing on legal topics to the Federal law enforcement community. Contractor must have experience lecturing students from multiple Federal law enforcement agencies in a consolidated training course or program. Contractor must be a practicing attorney specializing in Federal employment law and a member of a state bar association in one of the states, or The District of Columbia in the United States. Contractor must have an extensive background actually litigating federal employment law cases in the federal courts systems, and/or before the Federal Merit Protection Board.
