- Title: Workshop to Categorize Nitrogen-Sensitive Alpine and Sub-alpine Plant Species in the United States - Meeting Planning, Facilitation, and Reporting January 3, 2008 Overview There is increasing concern on the part of national park and wildlands resource managers that increases in nitrogen (N), primarily from atmospheric deposition of oxidized and/or reduced forms of inorganic N, causes some plant species to experience increased growth and abundance, whereas other species can be out-competed and eventually eliminated from the plant community. This response is especially pronounced in plant communities that have evolved under low N supply, including many alpine and subalpine plant communities. European scientists have previously classified plant species found in a wide range of European habitats with respect to their response to changes in N supply. Results of this classification scheme have been used to predict future changes in plant communities and to estimate the critical load of N required to prevent further nutrient enrichment impacts and to restore ecological balance. Comparable data are not currently available for the United States. The National Park Service (NPS) is convening a group of scientists (8) at a 2-day workshop to categorize nitrogen-sensitive alpine and sub-alpine plant species in the United States. The workshop is being planned for Spring 2008 at the offices of the NPS Air Resources Division in Lakewood, Colorado. The purposes of the workshop are to: 1) Apply and adapt, as appropriate, the system of classification adopted in Europe; 2) Develop a consensus on an analogous classification for U.S. species. The workshop is also expected to provide recommendations for: 1) Experimental studies to classify the response of important plant species that cannot be currently classified; 2) Modeling of vegetation community response to changes in atmospheric N loading; 3) Estimating critical loads of atmospheric N deposition to protect against nutrient enrichments effects in U.S. alpine/subalpine plant communities; 4) Strategies to develop N response classification systems for other plant communities in the U.S. Scope of Work/Tasks The contractor will assist the NPS in the following tasks: 1) Planning a workshop to be held in Spring 2008, including refining meeting objectives and working with the NPS to select workshop dates, develop the agenda and background materials; 2) Identifying a set of 8 scientists, including European scientists and U.S. federal agency, university, and other scientists, as appropriate, with expertise in atmospheric nitrogen deposition effects to terrestrial ecosystems and arrange for their attendance at the workshop (Note: the attendees are expected to be primarily non-NPS scientists), for bidding purposes assume 2 European scientists, 4 National and 2 Local scientists. 3) Facilitating the workshop discussions and taking meeting notes with results and recommendations; and 4) Prepare draft workshop report, coordinate review of draft, and incorporate review comments into final report. The draft report should be prepared and distributed for review within 6 weeks of the workshop, with the final report due 3 months after the workshop. The NPS will handle meeting venue arrangements and will provide audio visual equipment. The contractor should provide a proposal for addressing the above tasks, a statement of qualifications, and a cost bid. The proposal can be either submitted electronically by e-mail to Walter Terwey, Jr. (NPS contractor) at:walter_terwey_jr@contractor.nps.gov or delivered to 12795. West Alameda Parkway Lakewood, CO 80228 no later than 2 pm Mountain Time January 22, 2008. Evaluation Factors Award will be made to the responsible offeror whose offer conforms to the scope of work and provides the best value to the Government considering the stated technical factors and price. Technical factors are listed in descending order of importance. Evaluation factors other than price, when combined, are more important than price. 1) Familiarity with workshop content (atmospheric N deposition, pollution effects on terrestrial ecosystems including alpine and sub-alpine systems, the European classification for N-sensitive species, ecosystem modeling, and critical load development). 2) Past performance and experience with synthesizing and reporting on complex scientific information. 3) Past performance and experience in facilitating workshops, meetings, and collaborative projects with multiple international, federal, university, and other scientists. 4) Past performance and experience in workshop planning to achieve stated objectives. Evaluation of Technical Capability shall be based on the information provided in the quotation, including a detailed resume and an appendix demonstrating how prior experience and/or training address the qualifications in the three main areas of Planning, Facilitation and Reporting the meeting. Quotations shall include Thee (3) to Five (5) references including names, phone numbers and e-mail addresses. These references must be able to provide substantive information about past performance and abilities. Quotations shall include the Labor Hours, Materials, Labor Rates and Labor Categories for each sub task and for the total Quotation. Type of Contract This will be a time and materials, not to exceed purchase order. The NPS will be able to move funds between the tasks based upon mutual agreement. The procurement is a small business set aside not expected to exceed $24,999.00. It is anticipated that award will be made under the following NAICS codes 541618, 541620 and 541690. The following provisions apply to this acquisition: 52.204-06 Data universal numbering system (DUNS) October 2003 52.204-07 Central contractor registration July 2006 52.213-04 Terms and conditions-simplified acquisitions December 2007 (Other than commercial items) The full text of a FAR provision or clause may be accessed electronically at http://www.arnet.gov/far/ This is an Open-Market Combined Synopsis/Solicitation for the planning, facilitation and reporting of the Nitrogen-sensitive workshop as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the Offeror FSS or GWAC contract, and the statement required above shall be included in the quotation.
